AN ACT DECLARING A NATIONAL POLICY FOR TOURISM AS AN ENGINEOF INVESTMENT, EMPLOYMENT, GROWTH AND NATIONAL DEVELOPMENT, ANDSTRENGTHENING THE DEPARTMENT OF TOURISM AND ITS ATTACHED AGENCIES TO EFFECTIVELY AND EFFICIENTLY IMPLEMENT THAT POLICY, AND APPROPRIATINGFUNDS THEREFORBe it enacted by the Senate and the House o Representatives o thePhilippines in Congress assembled:
CHAPTER IGENERAL PROVISIONS
SECTION 1.
Short Title.
– This Act shall be known as “The Tourism Act o 2009.SECTION 2.
Declaration o Policy 
. – The State declares tourism as anindispensable element o the national economy and an industry o nationalinterest and importance, which must be harnessed as an engine o socio-economicgrowth and cultural armation to generate investment, oreign exchange andemployment, and to continue to mold an enhanced sense o national pride or allFilipinos. Towards this end, the State shall seek to:(a) Ensure the development o Philippine tourism that is or and by theFilipino people, conserve and promote their heritage, national identity and senseo unity;(b) Recognize sustainable tourism development as integral to the nationalsocio- economic development eorts to improve the quality o lie o the Filipinopeople, providing the appropriate attention and support or the growth o thisindustry;(c) Promote a tourism industry that is ecologically sustainable, responsible,participative, culturally sensitive, economically viable, and ethically and sociallyequitable or local communities;(d) Create a avorable image o the Philippines within the internationalcommunity, thereby strengthening the country’s attraction as a tourism destinationand eventually paving the way or other benets that may result rom a positiveglobal view o the country;(e) Develop the country as a prime tourist hub in Asia, as well as a center o world congresses and conventions, by promoting sustainable tourism anchoredprincipal on the country’s history, culture and natural endowments, and ensuringthe protection, preservation and promotion o these resources; and() Encourage private sector participation and agri-tourism or countrysidedevelopment and preservation o rural lie.
