EXPLANATORY NOTE

It is necessary for the State to give due recognition to the efforts and contributions of student
leaders in shaping and building our nation. Furthermore, the Constitution declares that:

The State recognizes the vital role of the youth in nation-building and shall promote
and protect their physical, moral, spiritual, intellectual, and social well-being. It shall
inculcate in the youth patriotism and nationalism, and encourage their involvement
in public and civic affairs. (Article II, Section 13, The 1987 Constitution of the Republic of
the Philippines)

Thus, this proposed measure intends to place a regular celebration of the leadership of our Filipino
students in their schools, communities, and society. This bill aims to declare the 17th of November
of every year as the National Student Leaders' Day. International Students' Day, a celebration of
student activism, also falls on the same date. It is also an apt move on our part to celebrate this
occasion in solidarity with the international community.

Moreover, the National Student Leaders' Day shall honor the past efforts of student leaders who
fought for the restoration of democracy during Martial Law. At the same time, another purpose for
this commemoration is to encourage students of today to become leaders in their various fields of
endeavor while balancing their initiatives with academic excellence.

In view of the foregoing, the immediate passage of this bill is earnestly sought.

AN ACT
DECLARING THE SEVENTEENTH OF NOVEMBER OF EVERY YEAR AS
NATIONAL STUDENT LEADERS' DAY

Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

SECTION 1. This act shall be known as the National Student Leaders' Day Act.

SECTION 2. November 17 of every year is hereby declared as National Student Leaders' Day in the
entire country to honor the efforts of student leaders of the past and to foster student leadership
and academic excellence among the students of the present.

SECTION 3. Pursuant to the observance of the National Student Leaders' Day, an annual program
of activities shall be prepared and implemented with the National Youth Commission (NYC) as lead
agency.

In support thereof, the Department of Education (DepEd) and the Commission on Higher
Education (CHED) shall facilitate and promote the commemoration of this day in all public and
private schools. The Philippine Information Agency (PIA), in coordination with NYC, DepEd, and
CHED, shall ensure the effective information dissemination of this Act.

SECTION 4. This Act shall take effect fifteen (15) days after its publication in the Official Gazette
or in at least two (2) national newspapers of general circulation.
