CHAPTER 1
Foreword 
We understand that as these difficult economic times continue, it is more important than ever tobe transparent about our parking and enforcement activity. During these difficult times it isessential that our stakeholders understand what it is that we are doing, how we are doing it, andhow it contributes to the achievement of real improvements for local communities andbusinesses.Contrary to what some may believe, the provision of our parking services such as civil parkingenforcement, park and ride and road user charging is not about raising revenue. Rather, theirpurpose is to contribute to the economic, social and environmental wellbeing of County Durham.Now, more than ever, it is essential that we communicate this purpose.To do this we have developed a clear Parking Services mission statement, along withappropriate aims and objectives. This report sets out our performance against these objectivesand demonstrates how, by forging effective partnerships, we continued to meet the expectationsof our stakeholders and provide value for money.We understand that as the impact of public spending cuts becomes clear there will be anincreased need for all public service providers to test their methods of service delivery andchallenge them to find ways of doing more for less. We want our stakeholders to know that weare committed to continuous improvement and will continue to work hard to deliver an efficientand effective parking service for County Durham.Councillor Neil FosterCabinet Member for Regeneration and Economic Development
