President (The sitting opened at 17.10)
1. Resumption of session
The session, adjourned on 28 January 1999, was resumed.
2. Statement by the President
The President informed the Chamber that he had addressed atelegram of condolence to the Jordanian royal family and to thePresident of the Jordanian Parliament following the death of King Hussein.
3. Approval of Minutes of previous sitting
The following spoke:
− Mr Chichester, who pointed out that he had written to thePresident of the Commission on 28 October 1998 and askedwhether it was normal practice for the President of theCommission to respond to letters from Members in that wayand for there to be a 10-week delay (the President, afterreplying that only the Commission could give an answer,suggested that Mr Chichester put this question to the Commis-sion and also promised that he would raise the matter withPresident Santer);− Mr Malangre´, who pointed out that he had been present atthe sitting of 28 January but that his name did not appear on theattendance register;− Mrs Flemming, on her vote on the Garot report (Part I,Item 4(c));− Mrs Garcı´a Arias who pointed out that she had beenpresent at the sitting of 28 January but that she had forgotten tosign the attendance register;The Minutes of the previous sitting were approved.** *Mr Spencer made a short personal statement in which heapologised to Parliament.The President thanked him for his statement.
4. Membership of Parliament
The President announced that the Spanish authorities hadinformed her that Mr Carlos Maria Bru´ Puro´n had beenappointed Member of Parliament, to replace Mrs Dı´ez deRivera Icaza with effect from 4 February 1999.He drew attention to the provisions of Rule 7(4) and expressedhis sadness at Mrs Dı´ez de Rivera Icaza’s resignation and inparticular the reasons for it.
