Amendment 1
Recital −1 (new)
(−1) Human dignity is inviolable. It must be respected and protected. Everyone is equal before the law. These principlesare proclaimed by Articles1 and 20 of the Charter of Funda-mental Rights of the European Union.
Amendment 2
Recital −1b (new)
(−1a) The year 2003 marks an important milestone for dis-abled people as the 10th anniversary of the United NationsStandard Rules on the Equalisation of Opportunities for dis-abled people. The introduction of the United Nations Stan-dard Rules led to radical change towards the advocacy for the human rights and social model of disability.

Recital −1b (new)
(−1b) The Commission adopted the CommunicatioTowards a Barrier-free Europe for People with Disabilitiesin which it commits itself to developing and supporting a comprehensive and integrated strategy to tackle barriers thatunnecessarily restrict access for disabled people to economicand social activities. The European Parliament on 4 Apri2001 adopted a resolution on this Communication.

Recital −1c (new)
(−1c) The abovementioned resolution calls on the Commis-sion to submit a proposal for a directive based on Article13of the Treaty and covering all the EU’s fields of jurisdiction,the aim of which should be equal treatment for people with disabilities, whilst recognising their individuality and their right to be different; this proposal should be submitted in the course of the 2003 European Year at the latest.

(−1d) The abovementioned resolution calls on the Commis-sion to submit a proposal for a specific action programme for disabled people beginning in 2004 to ensure: the continuation of work done during the 2003 European Year of Disabled Citizens,the promotion of coordination of disability policiesamongst Member States,the development of specific initiatives, in order to helpdisabled people play a full role within society.

(−1e) Written documentation produced by the European institutions should always be made available on demand in accessible formats including large print, Braille and tape, in particular in forms fully accessible to blind and partially-sighted people, and to people with learning difficulties.

(6a) The Resolution of the Council and the Ministers for Education meeting within the Council of 31 May 1990 con-cerning integration of children and young people with dis-abilities into ordinary systems of education(

) and theCharter of Luxembourg for a School for All adopted in Nov-ember 1996 at the conclusion of the Helios II programme(1993-1996) stress that ‘the Member States have agreed tointensify, where necessary, their efforts to integrate or encourage integration of pupils and students with disabilities,in all appropriate cases, into the ordinary education system’and that equality of opportunity and the right of the disabled to participate in society presuppose the existence of a School for All, whatever the level of education and training, on a lifelong basis.
