What’s new since October 2009
In late 2009 the City council commenced further enforcementunder Regulation 10 of the Traffic Management Act 2004 part 6.This regulation allowed the Council’s Civil Parking EnforcementTeam to issue a Penalty Charge Notices (PCN) by post where avehicle had been observed, by a Civil Enforcement Officer (CEO),to commit a parking offence but the driver of the vehicle had drivenaway during the issue of the PCN and before the CEO had theopportunity to affix the PCN to the vehicle. More importantly thisallowed the issue of such PCNs where the drivers of the vehiclesbeing issued upon had become threatening towards the issuingofficer.
From November 2010 parking charges can be paid for both on andoff street parking via the MiPermit pay by phone system. Thissystem, which is widely used throughout the country, allowsdrivers to pre pay for parking or purchase time at any city councilrun site at the time of their visit. It also enables the driver toremotely extend their stay, up to the maximum permitted for thelocation, from their phone or personal computer device.
