Harkness—was estab-lished in 1918 with the broad charge to enhance the common good.The mission of The Commonwealth Fund is to promote a highperforming health care system that achieves better access, improvedquality, and greater efficiency, particularly for society’s most vulnerable,including low-income people, the uninsured, minority Americans,young children, and elderly adults.The Fund carries out this mandate by supporting independentresearch on health care issues and making grants to improve healthcare practice and policy. ABSTRACT:
This report from the Commonwealth Fund Commission on a High PerformanceHealth System offers recommendations for a comprehensive set of insurance, payment, andsystem reforms that could guarantee affordable coverage for all by 2012, improve healthoutcomes, and slow health spending growth by $3 trillion by 2020—if enacted now to start in2010. Central to the Commission’s strategy is establishing a national insurance exchange thatoffers a choice of private plans and a new public plan, with reforms to make coverage affordable,ensure access, and lower administrative costs. Building on this foundation, the reportrecommends policies to change the way the nation pays for care, invest in information systems toimprove quality and safety, and promote health. By stimulating competition and delivery systemchanges aimed at providing more effective and efficient care, the policies could yield highervalue and substantial savings for families, businesses, and the public sector.Support for this research was provided by The Commonwealth Fund.
