I. INTRODUCTION
This report has been prepared for the District Department of Transportation (DDOT) as a portion of theGarfield Park – Canal Park Connector Project.  The project area considered in this report is depicted inFigure 2.  It is located in Southeast Washington, DC and bounded by New Jersey Avenue to the west, 3
rd
 Street to the east, F Street/South Carolina Avenue to the north, and I Street to the south.  The SoutheastFreeway (I-295) passes through the site on an elevated berm and bridge overpass.As shown on the Project Map (Fig. 2), the overall Project Context Area can be divided into smaller areasbased upon the actions intended to be undertaken by this project.  The area under I-295 and theintersection to the south is labeled as the Core Project Area since this is a main focus of several projectelements such as public art and accessibility.  Regardless of the trail alignment through the park, this areawill be affected by the final design.  Another area has been identified as an Alignment Study Area basedon preliminary review of the site characteristics and the anticipated travel corridor.The following text provides a description of the data collection efforts and existing conditions analysesperformed as a part of the project.  This work was requested by DDOT as a first step toward determiningimprovements for bicycle and pedestrian access and aesthetic enhancements between 2

Street and IStreet near the future Canal Park and the north side of Garfield Park at 2

PROJECT SITE DESCRIPTION
For the purposes of this report the project area has been divided into five sub-areas.  The sub-areasaddressed include 1) 2nd Street south of I-295; 2) the intersection of 2nd Street, H Street, and VirginiaAvenue and the open space under I-295; 3) the park pathway on the 2
nd
street alignment and intersectionof F Street/2
nd
Street/South Carolina Avenue; 4) the park perimeter; and 5) the area within Garfield Park.

Street South of I-295
This area is the most southern section of the project, whichencompasses 2
nd
Street including the intersection of CanalStreet/I Street to the end of the block at H Street/VirginiaAvenue.  This section is one short city block that includes thestreet and streetscape between a parking lot and the abandonedWashington Star Newspaper building.  The crossing at I Streetis included in this section and will connect with the futureCanal Park to the south.

Sidewalk/Pathway Conditions

Several driveway entrances cross the sidewalks.
o
 
The concrete sidewalk on the east side of the street is in good condition and is offset by a 4-footgrass buffer.
o
 
The concrete and brick sidewalk on the west side of the street is in very poor condition and isoffset by a 4-foot (+/-) grass buffer.
 
Intersection Conditions
o
 
Non-ADA compliant curb ramps exist.
o
 
No marked crosswalks exist.
 
Bicycling Conditions
o
 
No designated bicycle facilities exist.
o
 
Existing inlet grates are unsafe for bicycles.
 
Roadway Conditions
o

Street is a closed section roadway, approximately 32 feet wide.
o
 
There is one travel lane and pay parking lane in each direction.
o
 
The pavement is in excellent condition.
o
 
The east curb is in excellent condition.  The west curb is in poor condition.
 
Drainage, Utility, and Lighting Elements
o
 
Five cobrahead luminaries exist along 2
nd
Street.
o
 
There are two grate inlets blocked by debris at the south end of the block.There are two curb inlets at the I Street intersection.
o
 
The Tiber creek and New Jersey Avenue High Level Intercepting Sewer (14’ x 14’-3”) runsbeneath the center of 2
nd
Street.
o
 
Water, sanitary sewer, and storm drain lines run along each edge of the road.
o
 
Verizon Telephone “as-built” plans show the nearest facilities at the 2
nd
Street/I Streetintersection.
o
 
Comcast authorities stated that their facilities were adjacent to Verizon’s facilities.
