 City of Owasso
Go Green! Initiative
March 2, 2010
The development of this document falls under several ideals at the center of the mission of theCity of Owasso: delivering the most effective and responsible public services possible, addressing theCity’s role in the reduction of the carbon footprint, and seeking ways to reduce the costs associatedwith the delivery of City services. In perspective, one must look at not only where the City is today, but also where Owasso has been, and more importantly, where Owasso is going in terms of theenvironmental impact of the operations of the City government. This study will address the past, current, and future as it relates to the operations and processesfor the local City government. Ideally, this project will become a foundation for planning andbudgeting, as well as become a culture of discipline for all City employees. This study will revealhow the City of Owasso can reduce the consumption of energy and use of disposable goods, as well asways to reduce the budget allocations for delivering City services. This report will also exploreopportunities the City can employ to reduce the carbon footprint left for future generations of Owassocitizens. The
Go Green!
Initiative began as conceptual idea of City Administrators. The initial goals of the initiative were to determine opportunities of the City of Owasso to reduce the environmentalimpact and to seek long-term savings opportunities for the delivery of the City’s services. Theinitiative was broken down into six areas of focus. A team was formed to research each area of focusto identify models of efficiency by implementing “greener” approaches to operating a municipalgovernment. These initiatives are the basis of this report and will be subject to additional strategicplanning and budgeting processes.
3This study will approach the issue from a local perspective: to model a greener governmentoperation, thus reducing the impact of the operation on the environment as well as reducing the cost of providing government services. All City departments were represented in this investigative andevaluative process, whereby best practices were identified and evaluated. The results of this processare presented herein, and provide opportunities both now and in the foreseeable future. The Recommendations section of this report demonstrates options that the City can employ tobecome a greener organization. As determined in the Recommendations section, the report isintended to move forward to the strategic planning process for implementation and execution. This report begins with a discussion about the Green philosophy, including the four cases forgoing green.
After which the report is divided into six (6) broad categories:
Green Facilities
Green Processes
Green Vehicles
Green Codes and Development
Improving Utility Structures
Public and Employee Education and InformationIn each of these broad categories, the ideas are further divided into logical groups, under whichthe actual proposals for the
Go Green!
initiative are found.
