Burns. Reason 1.4 (b, d)1. (C) Introduction: Chechnya has been less in the glare ofconstant international attention in recent years. However, theChechnya conflict remains unresolved, and the suffering of theChechen people and the threat of instability throughout theregion remain. This message reinterprets the history of theChechen wars as a means of better understanding the currentdynamics, the challenges facing Russia, the way in which theKremlin perceives those challenges, and the factors limiting theKremlin’s ability to respond. It draws on close observation onthe ground and conversations with many participants in andobservers of the conflict from the moment of Chechnya’sdeclaration of independence in 1991. We intend this message tospur thinking on new approaches to a tragedy that persists as anissue within Russia and between Russia and the U.S., Europe andthe Islamic world.Summary--------
