To urge and request the House Committee on Municipal, Parochial and Cultural Affairs and
2
the Senate Committee on Local and Municipal Affairs to meet and function as a joint
3
committee and together with the Louisiana Department of Civil Service to study the
4
feasability of providing supplemental funding for the testing of Fire Operators, Fire
5
Captains, Fire District Chiefs, and Fire Deputy Chiefs in the city of New Orleans and
6
to report their findings to the legislature not later than sixty days prior to the 2011
7
Regular Session of the Legislature of Louisiana.

WHEREAS, firefighting is a noble and respected profession, never more so than after
9
the exemplary performance of firefighters throughout the harrowing events and after-effects
10
of September 11, 2001, and Hurricanes Katrina and Rita; and
11
WHEREAS, the New Orleans fire department handles a wide array of duties and
12
functions, including fire suppression and extinguishment, fire code inspections, and special
13
operations involving hazardous materials, urban search and rescue, and rescue EMS services
14
for the New Orleans International Airport; and
15
WHEREAS, in the wake of Hurricane Katrina, the city of New Orleans faces a new
16
horizon of issues relative to firefighting, including water rescue in flooding and swift water
17
situations, structural collapse, vehicle rescue, and operations in confined spaces, as well as
18
environmental hazards posed by hurricanes and their aftermaths and the ever-present dangers
19
inherent in being emergency first responders; and
