Subchapter A, Chapter 434, Government Code, isamended by adding Section 434.019 to read as follows:Sec.
A
434.019.
AA
MILITARY VETERAN IDENTIFICATION CARDS.
AA
(a)In this section:(1)
AA
"Commission" means the Texas Veterans Commission.(2)
AA
"Veteran" means a person who:(A)
AA
has served in:(i)
AA
the army, navy, air force, coast guard,or marine corps of the United States; or(ii)
AA
the state military forces as definedby Section 431.001; and(B)
AA
has been honorably discharged from the branchof the service in which the person served.(b)
AA
The commission shall issue an identification card toeach veteran in the state who:(1)
AA
applies for an identification card; and(2)
AA
provides proof of the person
s military service asdescribed by Subsection (a)(2), including proof of the veteran
shonorable discharge.(c)
AA
The identification card must include:(1)
AA

a photograph of the veteran consistent with theveteran
s appearance;(3)
AA
the branch of the armed forces in which the veteranserved;(4)
AA
the signature of the executive director of theTexas Veterans Commission;(5)
AA
a brief description of the veteran, including theveteran
s height, weight, and eye color;(6)
AA
the thumbprint of the veteran or a bar code with aunique identification label for the veteran;(7)
AA
the date the card was issued to the veteran; and(8)
AA
a phone number operational 24 hours a day, sevendays a week that a person may call to verify the validity of theidentification card.(d)

On the identification card, the commission shall print:(1)
AA
"State of Texas" and the state seal; and(2)
AA
"This identification card certifies that (insertname of veteran) is an honorably discharged veteran who served inthe armed forces."(e)
AA
An identification card issued under this sectionexpires on a date specified by the commission.(f)
AA
An identification card issued under this section mustbe, to the extent practicable, tamper-proof.(g)
AA
If an identification card issued under this section islost or stolen, the commission may:(1)
