MISSISSIPPI LEGISLATURE REGULAR SESSION 2010 By: Representative Scott HOUSE BILL NO. 1194 AN ACT TO CREATE THE COLLEGE AND CAREER READINESS PLANNING1PROGRAM ACT; TO LOWER EDUCATIONAL COSTS, SHORTEN A STUDENT'S TIME2TO COMPLETE A DEGREE AND INCREASE THE OVERALL SUCCESS RATE OF3STUDENTS BY REDUCING THE NEED FOR REMEDIATION; TO ENSURE THAT4STUDENTS HAVE THE CAREER READINESS SKILLS TO COMPETE IN THE GLOBAL5ECONOMY; AND FOR RELATED PURPOSES.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:7
SECTION 1.
The Legislature finds that:8(a) Many students enter college unprepared for the9academic rigors of college and require noncredit remedial courses10to attain skills and knowledge needed for regular credit11coursework;12(b) There is a direct and significant link between13students being academically prepared for college and success in14postsecondary endeavors;15(c) Remediation lengthens the time required to obtain a16degree, imposes additional costs on students and colleges, and17uses student financial aid for courses that will not count toward18a degree;19(d) A precollege readiness assessment program in public20high schools using pre-ACT or pre-SAT assessments will provide21early benchmarks for student performance on college readiness22exams and inform high school guidance counselors and teachers who23assist students with academic achievement, course selection and24college readiness skills;25(e) A precollege readiness assessment program will26provide reportable statewide data, enabling policy and program27development that will benefit schools, parents and students; and28
