of New Jersey:
 6 71.  a.  The Governor may present in the name of the State of New8Jersey a New Jersey Honor Guard Ribbon of appropriate design to9active members of the New Jersey National Guard, Honor Guard10Retiree members and Contracted Civilian Buglers, who have served11as Honor Guard Team Members in the Army National Guard New12Jersey Honor Guard Program, and Honor Guard personnel working13at Brigadier General William C. Doyle Veterans Cemetery, who14have performed a minimum of 30 Honor Guard Service missions for15our deceased veterans, honoring “Those Who Served.”16b.  A Bronze Star shall be awarded for subsequent total Honor17Guard Mission Services of 130 within a two-year period.  The18award shall be displayed to the left of the Honor Guard Program19symbol on the Honor Guard Ribbon.20c.  A Silver Star shall be awarded for subsequent total Honor21Guard Mission Services of 200 within a three-year period.  The22award shall be displayed to the right of the Honor Guard Program23symbol on the Honor Guard Ribbon.24d.  Administrative support personnel shall receive the Honor25Guard Ribbon when they complete a minimum of nine months of 26service in support of the Honor Guard Program honoring “Those27Who Served.”28e. No more than one ribbon shall be awarded to any person,29except that a ribbon that is lost, destroyed, or rendered unfit for use30without fault or neglect on the part of the person to whom it was31issued may be replaced.32f. Determination of eligibility for an Honor Guard ribbon shall33be the responsibility of the Adjutant General or his designee.34 352. This act shall take effect two months from the date of 36enactment, but the Department of Military and Veterans’ Affairs37may take such anticipatory administrative action in advance thereof 38as shall be necessary for the implementation of this act.39 40 41STATEMENT42 43This bill creates the New Jersey Honor Guard Ribbon to be44presented by the Governor in the name of the State of New Jersey to45certain active members of the New Jersey National Guard, Honor46Guard Retiree members, and Contracted Civilian Buglers, who have47served as Honor Guard Team Members in the Army National Guard48
