there is little reason to think thatwhites themselves have much interestin the ways of their ancestors. Second,how quickly could this revolution invalues come about? What is thechance of a spiritual and moral re-awakening in Harlem before non-whites become a majority? Third,even if a return to traditional valuesradically reduced crime and povertyamong nonwhites, it would not bridgethe IQ gap. America would still facethe prospect of entering the 21st cen-tury as a nation in which many peoplewere incapable of functioning in amodern society.At an even more fundamentallevel, are the symbols, myths, songs,memories, manners, and dreams of white America relevant to large num- bers of blacks and Hispanics?

It is important to note that there are black and Hispanic conservatives whoare struggling to persuade their peopleto behave responsibly. They deservethe support of all fair-minded people.Their writings and movements shouldinterest
readers because they raisethe question that all who believe inracial differences—be they genetic or deeply cultural—must answer hon-estly: How are we to approach thoseminorities who live and advocatelives of civility, who even acknowl-edge the European nature of our na-tion and live in deference to it?We should support minority effortsat self-help. We should welcome black and Hispanic spokesmen whoadvocate self-reliance, religion, andthe virtues of our civilization. Muchcould be accomplished if theirs werethe dominant minority voices.But even in the unlikely event of atriumph by minority conservatives,our attitude towards them should beno different from that toward Asianimmigrants (who often show lower levels of crime and poverty thanwhites). We can welcome a smallnumber of people of different racesinto this nation if they embrace our civilization, but we cannot allow thenation to lose its European identity. No people is obligated to abandon itsnational identity—in which race playsa significant part.Any large group of nonwhites, nomatter how well-intentioned, willeventually change our society in per-manent ways. A nation dominated by blacks, Asians, or Hispanics, or onethat is a majority-less farrago of racescannot help but be different from onethat is dominated by whites. We haveevery right to prefer to live in a soci-ety of our own making, and weshould not be compelled to open our nation and culture to the changes thatlarge-scale racial incursion inevitably

Emigration or Separation?
What, then, are whites to do?One undesirable possibility would be to abandon an increasingly third-world United States and return,
to Europe. This would assumethat Europe had solved its own racial problems by strictly limiting nonwhiteimmigration. But would Europe wantanother 100 million citizens? In thewaning days of white rule, the govern-ments of Rhodesia and South Africatried to prevent mass exodus by mak-ing it illegal to take assets out of thecountry. A black-Hispanic Americangovernment would probably do thesame thing, turning most whites into penniless refugees.Another possibility, which is noth-ing more than an extension of whatmost whites do now, is enclave exis-tence. Today, whites pay a substantial premium to live in their ownneighborhoods, free of blacks andHispanics. They are also willing to pay for private schools for their chil-dren, in addition to the taxes they payfor public schools. For most whites,this is an acceptable exchange.However, as the population shifts,as crime increases, and the govern-ment resorts to ever more ingeniousmethods of forced integration, en-claves will become precarious ref-uges. In South Africa, ever since the breakdown of apartheid, whiteneighborhoods have started hiring pri-vate security patrols. This is alreadyhappening in some American suburbs,and may become the norm in the fu-ture. Whites will develop variousways to barricade their neighborhoodsagainst the “rising tide of color,” butwill a nonwhite government allowwhites to live separately and to protectthemselves by private means? It ismore likely that government will force“low-income housing” into all white
