• Is a specific plan of action to prevent workplace accidents, injuries and
occupational diseases.
• Its objective is to integrate health & safety into the design of all work
place practices and all work place conditions.

• Project Summary
It includes:
– General data about the project,
– Description of the work,
– Main method statement & sequences,
– Time schedule & equipment type.
• Purpose:
A short statement that answers the question “Why do we have this program?”

:PURPOSE AND SCOPE 1-4

1.4.1 (Company Name) Team requires that a consistent


Construction Safety, Health and Fire Prevention Program be
employed during all activities of (Project Name).
These Construction Safely, Health and Fire Prevention
manual presents the minimum requirements acceptable to
(Company Name) for efforts conducted by itself and
Subcontractors at all times
1.4.2 Management and supervision shall recognize the
responsibility for compliance to all established codes;
regulations, standards and procedures. Enforcement action is
mandatory.
1.4.3 In performance of the work. (Company Name)
Subcontractors shall meet the requirements of local codes
and all other authorities having Jurisdiction over the Work.
1.4.4 A Training Program shall be effectively established for each
employee soliciting their full cooperation with a belief that
all accidents can be prevented.
1.4.5 (Company Name) and its’ Subcontractors shall have
responsibility for the safe use, storage, and disposal of any
chemicals, refuse, waste, or other materials generated or used

intentions of the specific program.

1-3-1 (Company Name) is guided by an established accident-prevention policy.
This policy is based on a sincere desire to eliminate personal injuries,
occupational illnesses and property, as well as to protect the general
public damage to equipment and whenever and wherever the public
comes in. contact with, or is affected by the facilities construction
activities
1-3-2 (Company Name) maintain a safety and accident prevention program for
(Project Name) project, which meets the requirements of the local codes
and all other authorities having jurisdiction over the Work.
1-3-3 The management and supervision are charged with the responsibility of
preventing the occurrence of accidents or conditions that could lead to
an occupational injuries or illness. While our ultimate success of a
"Safety, Health and Fire Prevention Program" depends upon the full
cooperation of each individual employee. It is management’s
responsibility to see that Safety Health and Fire Prevention rules and
procedures are adequate and enforced, and to see that effective training
and education programs are employed to its’ best advantage.
1-3-4 Never shall safety be sacrificed for production. It shall be considered an
integral part of quality control, cost reduction and Job efficiency.
1-3-5 Every supervisor shall be held accountable for the safety performance
demonstrated by the employees under his supervision. Employees are
responsible to abide by procedures, use tools and equipment safety,
follow the rules and use personal protective equipment provided.

• Management Organization & Responsibilities


This section shows the organization chart of safety on site and the
responsibilities of the different parties.
It spells out “Who is responsible for what”
• Site Rules & Procedures
The control of site activities related to managing safety for all contractors
across the site, including:
o Site regulation / rules.
o Traffic control, site offices, accommodation, and storage of
materials.
o Emergency procedures, fire plan, first aid,
o Safety rules to be taken for the different activities: Excavation,
Welding, access to non operational areas, external finishing,…etc.
o Arrangement for monitoring & reviewing safety compliance.
o Requirements for reporting of accidents.

PROCEDURES .2.4
Administration .2.4.1
a)(Company Name) is responsible for monitoring the Project Safety,
Health and Fire prevention Program, which includes auditing the safety
performance and monitoring compliance of all Subcontractors, with
applicable Egyptian Labor Laws, provincial, local and (Company
Name) 's Safety, Occupational Health, Environmental and Fire
Prevention requirements.
b)(Company Name) Safety Representative and Field Supervision
Management shall conduct daily inspections in conjunction with site
supervision. Inspections shall include subcontracted work in conjunction
with Subcontractor's site supervision.
c)Whenever unsafe conditions and fire hazards are noted and immediate
corrective action cannot be obtained, the Supervisor or Subcontractor
shall be notified in writing of the unsafe condition and is required to
correct the situation and notify (Company Name) Safety Manager of
action taken within specified time.
d)If there is a conflict between any applicable safety laws. Rules, etc., the
most stringent shall apply. (Company Name) Safety Manager shall be
the final authority in regard to any question or conflict that may occur
regarding the interpretation of, or the compliance with, any Safety laws,
rules, etc.

Training
Specify the training required for all parties involved in the project: managers,
supervisors, and employees.
List the topics that must be covered for each group and the type of training.
o Safety training for safety committee, safety officer and
supervisors as described in decree 116 / 1997.
o Safety training required for other personnel involved in the
project.
• Hazard Identification / Risk Assessment / Method Statement
o List and define the specific hazards that can be encountered in
the project, include the physical areas in your facility in which the
hazard may exist.
o Activities identified as high risk require a detailed method
statement highlighting expected hazards and methods to deal with
them.
• Monitoring & Auditing
o Reviewing safety plan by project manager.
o Reviewing & auditing of method statements.
o Implementing & monitoring safety procedures (safety
meetings, notice board, coordination meeting between contractors &
sub – contractors,…).
o Reviewing all accidents & incidents, investigating & analyzing
their causes and recommending remedial actions.
