The Government o Norway has made the inclusion o a mechanism or reducingemissions rom deorestation and orest degradation (REDD) in a post-2012 climateregime a policy priority in the United Nations Framework Convention on ClimateChange (UNFCCC) process. To achieve this, sucient act-based analysis o optionson how to eectively reduce emissions rom deorestation and orest degradationand impacts o an agreed mechanism will be crucial. This report is one, importantcontribution in that regard.The Meridian Institute, a nonprot NGO internationally recognized or conveningand acilitating neutral and independent dialogues and assessments, in our viewwas the ideal acilitator o this process. The Institute has assembled a high-quality,diverse, and independent group o experts to provide pragmatic, act-based analysisand assessments o a set o proposed options or critical elements o the REDDcomponent o a Copenhagen agreement. We wish to thank the Meridian Instituteand the analyst group or their eorts. We are also grateul to the David and LucilePackard Foundation or assisting with the up-ront costs o the assessment.There have been extensive consultations as part o this eort—with governments,civil society, indigenous peoples’ representatives, and other key stakeholders—toensure that all key perspectives are considered. However, the intent o this processhas not been to reach or orm consensus, but rather to provide an analytically driveneort to produce additional substantial insights regarding the impacts o potentialREDD mechanisms.We eel that this report will be a valuable contribution to the “global public good” o substantial insights regarding a REDD mechanism, and hope that others—both inand out o government—will also nd it useul.
