The Proposed Action includes the construction,maintenance, and operation of tactical infrastructure to include a primarypedestrian fence; access roads; and patrol roads along approximately 70 miles of the U.S./Mexico international border within USBP Rio Grande Valley Sector,Texas. The Proposed Action would be implemented in 21 distinct segments.Individual segments would range from approximately 1 mile to more than 13miles in length.

USBP proposes to construct, maintain, and operate approximately 70miles of tactical infrastructure, including fences, access roads, and patrol roads,along the U.S./Mexico international border in Starr, Hidalgo, and Cameroncounties, Texas.The Proposed Action includes the installation of tactical infrastructure in 21segments along the international border in the vicinity of Roma, Rio Grande City,McAllen, Progreso, Mercedes, Harlingen, and Brownsville, Texas. Individualsegments would range from approximately 1 mile to more than 13 miles inlength. For much of its length, the proposed infrastructure would follow theInternational Boundary and Water Commission (IBWC) levee; however, someportions would also encroach on parcels of privately owned land. Theinfrastructure would cross multiple land use types, including rural, agricultural,suburban, and urban land. It might also encroach on portions of the Lower RioGrande Valley National Wildlife Refuge and Texas state parks in the Rio GrandeValley.The EIS process will serve as a planning tool to assist agencies withdecisionmaking authority associated with the Proposed Action and ensure thatthe required public involvement under the National Environmental Policy Act(NEPA) is accomplished. When completed, the EIS will present potentialenvironmental impacts associated with the Proposed Action and provideinformation to assist in the decisionmaking process about whether and how toimplement the Proposed Action.
