This paper suggests that the reform of the Indonesian Armed Forces (TentaraNasional Indonesia, TNI) is central to the democratisation of the Republic ofIndonesia. With this in mind, this paper examines the extent to which the TNIreforms are actually succeeding in the context of Indonesia’s democratisation. It
nds that the professionalism of the TNI will be enhanced if it is adequatelyresourced and suggests four key areas for reform. Genuine civilian control ofthe military is identi
