How to apply:
Candidates are required to apply online only by using the websitehttp://www.upsconline.nic.in. Detailed instructions for filling up online applications are availableon the above mentioned website. However candidates residing in certain remote areas may alsoapply through offline mode, by using the common application form being used for examinationsconducted by the commission. This form can be purchased from the designated head postoffices/post offices throughout the country against cash payment of Rs 20/- (Rs twenty only).Each such Form can be used only once and only for one examination. In case of any difficulty inobtaining application forms from the designated HPOs/POs the candidates should immediatelycontact the concerned post master or UPSC’s forms supply monitoring cell over Tele 011-23389366/Fax 011-23387310.
 
It may be noted that all offline applications, if any, received fromcandidates residing in normal areas/abroad, shall be summarily rejected by the commission. Theoption of offline application is available only to candidates residing in specified remote areas

 The centres and the date of holding the examination as mentioned above are liable to be changedat the discretion of the commission, while every effort will be made to allot the candidates to thecentre of their choice for examination, the commission may, at their discretion allot a differentcentre to a candidate when circumstances so warrant, candidates admitted to the examination willbe informed of the time table and place or places of examinationThe candidates should note that no request for change of centre will normally be entertained.However, when a candidate desires a change in centre from the one he had indicated in hisapplication form for the examination, he must send a letter addressed to the controller of examination, UPSC giving full justification as to why he desires a change in centre. Eligibility conditions
 
Nationality:
A candidate must be either (a) a citizen of India, or (b) a subject of Nepal, or (c) asubject of Bhutan, or (d) a Tibetan refugee who came over to India before the 1st January, 1962with the intention of permanently settling in India, or (e) a person of Indian origin who has
 
migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, theUnited Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with theintention of permanently settling in India. Provided that a candidate belonging to categories (b),(c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issuedby the govt of India. A candidate in whose case a certificate of eligibility is necessary, may beadmitted to the examination but the offer of appointment may be given only after the necessaryeligibility certificate has been issued by the govt of India
Age limits:
A candidate for this examination must have attained the age of 21 years and must nothave attained the age of 30 years on the
1st August, 2011
i.e. he/she must have been born notearlier than
2nd August, 1981
and not later than
1st August, 1990
 The period of apprenticeship if followed by appointment against a working posts on theRailways may be treated as Railway Service for the purpose of age concessionThe upper age limit prescribed above will be further relaxable; up to a maximum of five years if a candidate belongs to a SC/ST; upto a maximum of three years in the case of candidatesbelonging to OBC who are eligible to avail of reservation applicable to such candidates; upto amaximum of five years if a candidate had ordinarily been domiciled in the state of J&K duringthe period from the 1st January, 1980 to the 31st December, 1989; upto a maximum of threeyears in the case of defence service personnel disabled in operations during hostilities with anyforeign country or in a disturbed area, and released as a consequence thereof; upto a maximum of five years in the case of ex-servicemen including commissioned officers and ECOs/SSCOs; uptoa maximum of 10 years in the case of blind, deaf-mute and orthopaedically handicapped persons
Minimum educational qualification:
For admission to the examination, a candidate must have;(a) obtained a degree in engineering from a university incorporated by an act of the central orstate legislature in India or other educational Institutions established by an act of parliament ordeclared to be deemed as Universities u/S 3 of the UGC Act, 1956; or (b) passed sections A andB of the Institution examinations of the Institution of engineers (India); or (c) obtained adegree/diploma in engineering from such foreign University/College/Institution and under suchconditions as may be recognized by the govt for the purpose from time to time, or (d) passedgraduate membership examination of the Institute of Electronics and TelecommunicationEngineers (India); or (e) passed associate membership examination parts II and III/sections Aand B of the Aeronautical Society of India; or (f) passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959Provided that a candidate for the post of Indian Naval Armament Service (ElectronicsEngineering Posts) and Engineer, Gr 'A' in Wireless Planning & Coordination Wing/MonitoringOrganization may possess any of the above qualifications or the qualification mentioned namely;M.Sc degree or its equivalent with Wireless Communication, Electronics, Radio Physics orRadio Engineering as a special subjectA candidate who has appeared at an examination the passing of which would render himeducationally qualified for this examination, but has not been informed of the result, may applyfor admission to the examination.
