PATROL BUREAU
Members of the Patrol Bureau responded to a total of two thousand eight hundred and ninety-seven (2,897) Incidents for the month.
Preliminary investigations were conducted for twenty (20) Crimes. Patrol Officers' also investigated five (5) Incidents of Criminal Mischief and there were (5) reports of Missing Persons. Patrol Officers effected twenty-one (21) Arrests for Criminal,
Motor Vehicle Offenses and Bench Warrants,
Patrol Officers issued a total of eleven hundred and seven (1107) Summonses for Motor Vehicle Violations. These included the following: fourteen (14) for Driving While SuspendedJRevoked, three (3) for Driving Under the Influence, thirty-eight (38) for Speeding, five hundred and seventy-three (573) for other Moving Violations and four hundred and seventy-nine (479) Parking Violations.
Patrol Officers responded to one hundred and twenty-eight (128) requests for Medical Aid and twenty-six (26) reports of Fire. They responded to fifty-seven (57) Motor Vehicle Accidents. Other calls for service included responding to eighty-one (81) Alarms, and conducting twenty (20) Vacant House Checks.

During the month of August members of the Detective/Juvenile Bureau investigated nineteen (19) Assigned Case investigations. Cases assigned were those with leads or suspects or that had a solvability factor. In addition to case assignments, detectives were assigned ten (10) other matters that included (7) investigations for Applicant-Firearms/Pistol Permits, (1) DB Investigation and (2) Referrals-Juvenile Complaints.
Other Cases are those with no leads or suspects to follow up and are not assigned yet but are logged into a database file. Those cases were Theft-Other (2), Fraud (2), ID Theft (1) and Criminal Mischief (1).
As for major cases for the month of August, 4 Burglaries occurred throughout town. In the first burglary, a business was entered through the rear door and items were removed. Video surveillance showed two males entered through the rear door and showed them inside the store for approximately 40 seconds. The video was not clear enough for detectives to identify the two males. The video and latent prints were sent to BCI for further examination. In the second burglary, Coopers Pond clubhouse was entered through the back door and items were moved around but nothing appeared to have been stolen. A window was smashed which gave access to the lock on the inside of the door. In the third burglary, the side door was forcibly entered and the basement office area was ransacked. The victim was unable to determine if anything was stolen as of this date. In the fourth burglary, the front door was damaged, however entry was gained through a basement window that was smashed which allowed access to the basement door lock. A few items were immediately identified as stolen but, the victim was unable to determine if anything else was stolen as of this date.
A Robbery occurred at a store in which a shoplifter, while fleeing the scene in his vehicle struck an employee of the store with his vehicle and fled the area. Detectives were able to ascertain the identity of the actor and signed numerous warrants against the actor with a total bail of$147,500 no 10%. The suspect has
not been arrested as of this date as he has numerous outstanding warrants from other jurisdictions and appears to be hiding.
The continued aggressive investigation of all reported incidents, including extra surveillance and making contacts with informants to try and solve the cases, was made by all members of the detective bureau.

• I-Open/Suspended, unable to ID actor, picture from video sent out on traks message.
Two (2) Theft-Shoplifting cases:
• l-Open/Suspended, complaints signed for shoplifting.
• l-Closed, no charges, actor made restitution and returned merchandise.
Detectives conducted Precious Metals Records checks at local Jewelry stores on seventy-one (71) occasions. Members also made a total of three (3) Court appearances at the Bergenfield Municipal COUli, Grand JUly and Juvenile Court. Detectives participated in eleven (11) transportations that included bringing indictable cases to the Grand Jury Pre-Screening Unit of the Bergen County Prosecutor's Office, delivering evidence to the NJ State Police Lab in Little Fal1s for forensic examination, delivering and picking up evidence from the Bergen County Sheriffs Department BCI and Bergen County Prosecutor's Office, as well as other various in town and out-of-town locations for police related business. Two (2) Sex Offender-Re Registrations were verified and completed.
The Detective Bureau Assisted Patrol officers on seventy-five (75) occasions, Assisted other agencies on twenty-five (25) occasions and Assisted Bergenfield residents and other civilians with non-criminal matters on twenty-seven (27) occasions. Some of these other agencies included the Bergen County Prosecutor's Office Arson Investigation Squad, the Division of Youth & Family Services (DYFS), NJ State Parole, Be Probation Department and Juvenile Probation, Be Sheriffs BCI Unit, the Bergenfield Community Outreach, Englewood, Teaneck, Tenafly, New Milford, and Dumont Police Departments,

Detectives also conducted sixty (60) Surveillances and/or checks at Borough parks, Coopers Pond, areas of Howard Drive/Georgian Ct, and within the borough's business districts to deter acts of narcotic use, graffiti, public alcohol consumption, littering and other illegal acts. Fingerprint services were conducted on three (3) occasions for various non-criminal matters and seven (7) Firearms Pistol Permit AppIicationlInvestigations were begun.

TRAFFIC BUREAU
During the month of August, the Traffic Bureau issued one hundred eighty four (184) summonses.
The Traffic Bureau reviewed and processed fifty six (56) crash reports,
The following duties/services were provided. Thirty-seven (37) response calls to assist the Patrol Bureau. Twenty-nine (29) vehicles were impounded and thirty (30) vehicles were released from impound. Six (6) child seat installations were performed for a resident. Twentysix (26) temporary handicapped placards were issued. The Traffic Bureau also was assigned to Municipal Court security three (3) days during the month. The Traffic Bureau also completed one (1) escort during the month. A member of the Traffic Bureau attended one (l) meeting during the month. A member of the Traffic Bureau sent out one (1) letter to a resident about an overgrown shrub.
The Traffic Bureau utilized the radar trailer at various locations in town during the month to advise motorists of important laws such wearing seatbelts and stopping for pedestrians in the crosswalks and as a radar unit. The Traffic Bureau also utilized the radar trailer in front of Borough Hall to advise residents of the National Night Out event which was to be held on 8-3-10 at Memorial Field. The Traffic Bureau also worked towards preparing for the National Night Out event.
The National Night Out event was held on August 3,2010 at Memorial Park. It was well attended. The event is a National Campaign to promote a Night Out on crime. The event was offered to the residents of Bergenfield free of charge. The event ran safely with no incidents,
The new Traffic Ordinance went into effect on December 21, 2009. The Traffic Bureau continues to work closely with the DPW to erect signage for the new Ordinance throughout the Borough in a timely manner, A member of the Traffic Bureau has met with Mr. Dillon from the DPW several times during the month in regards to purchasing and erecting of signs needed for the new Traffic Ordinance. Work continues to progress,
A member of the Traffic Bureau conducted three (3) limousine inspections during the month of August. A member of the Traffic Bureau conducted twenty-one (21) dumpster inspections during the month,
A member of the Traffic Bureau conducted training for all of the crossing guards to prepare them for the upcoming school calendar year 2010-2011.
A member of the Traffic Bureau assisted with eleven (11) Borough Details. During the month, there were several Borough Construction jobs taking place to make improvements to the roadways of the Borough. N. Prospect Ave, W. Main St, Judith PI, and Dover Ct. were re-paved and the Traffic Bureau worked two (2) days during the month directing traffic at the Borough Construction sites.
As in the past, the Traffic Bureau continues to coordinate traffic safety details for utility companies (PSE&G, United Water, Cablevision and Verizon) performing work in the roadways. No incidents were reported.

Health Officer Monthly Report

H1N1 Grant
We closed-out the H1 N1 Grant in August and owe the State of NJ a balance. Although some local health departments applied forPhase IV" status to continue expending grant funds, I did not feel comfortable that the money was actually necessary for preventing this benign form of the "swine flu."
Our inoculation program met all the objectives that the State required and our office benefited from residual equipment left behind.
Insects and Rodents
August had a number of insect and rodent complaints come into the health department. Rat complaints on private property were referred over to a private pest control agency at the homeowner's expense as per policy. Most of the insect complaints were "stagnant water"/mosquito related.
I am involved in an active bedbug infestation of a two-family home and an investigation of potential biting insects at a public establishment.
I conducted the monthly Food Handler's course on August 18th• 28 people attended.
Food Manager's Course
None this month.
Court Action
Two summonses were issued to the owner of Fritzie's Bake Shop for allowing foods to be held in a refrigerator that was too warm.
Three summonses were issued to the owner of 372-378 S. Washington Ave. for allowing garbage to overflow an uncovered dumpster.
A summons was issued to the owner of 230 N. Washington Ave. for failing to cut weeds.

August 2010: Report of the Public Health Nurse
Communicable Disease Control:
Active Tuberculosis:
The Bergen CountvChestCllnlcln conjunction with the Bergenfleldpubllcheatth nurse is . presently case managing four active TB cases.
Screening via {TST}:
Six residents were screened for latent TS via skin testing method to meet education or work requirements, Positive residents were referred for further evaluation by a pulmonologlst and a chest x ray.
Reportable Disease laboratory Investigations:
Please refer to the attached CDRSS report for an over view of reportable follow up activity by the public health nurse. Health education on disease specific information was supplied to each resident upon completion of each disease investigation.
Child Health Clinic:
August 18th: A Child Health Clinic was held in the Community Health Rooms. Six Children received a total of twenty two vaccinations. Two children had screens for anemia, Two children had capillary blood lead screens.
School Age child Vaccination Clinic:
Two School Age Child vaccination clinics were held on August 11th and zs". A total of fourteen children received a total ofthirty two disease preventable vaccinations at this nurse lead initiative.
Births:
A congratulatory letter was sent to new parents of a total of twenty two infants in Bergenfield for August 2010. Information on infant safety and the child health services available to Bergenfield residents at the Health Department was enclosed with each mailing.
Adult Health Consultations:
Adult Health Consultations were held at Brookside Gardens in Bergenfield on August 12th and 26th in the Health Consultation Rooms. Twenty participants were able to access the services of the public health nurse for health promotional and psycho-social concerns.
Home Visits:
Home visits for an elderly resident were carried out to assist the home bound resident with securing the services of Hospice and other support services that could allow this resident to reside at her home.
WIC:
August 9th and 23rd two sessions of the state nutrition program for Women, Infants and Children were held in the Court Room in Bergenfield. Public health nurses screened a combined 42 participants. Anemia screenings were obtained on 30 participants. Normal growth and development was screened along with provision of dietary education for participants in this nutritional outreach program for women, infants and children.
Other:
• August 10th: Public health nurse participation at the Barrier Free Committee monthly meeting. Planning is in progress for the Barrier Free Committee participation at the October 3rd Bergen field Health Fair.
• August so" and 31st: Hearing, visual acuity, visual field assessments and depth perception screening for the Bergenfield Crossing Guards was initiated. This is a new requirement for crossing guard employment with the borough Police Department. The services of the public health nurses were appreciated by Lt. Catherine Madalone.
• Concluded activity for the nominations committee of the Bergen County Municipal Nurse's Association.
• Planning activity continued for the October 3rd Health Fair at Memorial Park.
• Support services with the school nurses ensured that new entry students for the Bergenfield Schools met their immuniz.ation requirements prior to the first day of school.

A motion was made by Mrs. Deanna, seconded by Mr. O'Do\Vd~ to accept the April 8,2010 minutes. All in favor. Motion carried.
There was no May Board meeting due to the absence of a quorum. Mr. O'Dowd recommended, and those in attendance, agreed to table the May agenda until the June meeting. Mr. Muller suggested polling the board for the approval of the May bills.
Subsequent to the cancelled May meeting, the Board was polled anrl five 'Verbal approvals for the May bill list Were received. Written approvals from the entire Board have since been received and are on file,

Mrs. Tendler reported on the various trustee and BCCLS meetings she attended during the mouth. Th0 Friends of the Library made donations to the Mary Joyce Doyle Scholarship in honor of Mary JOyC0 Doyle and Mary Riskind,

. Mrs. Riskind reported that the State Library has increased the continuing education requirements for
library board members from :3 hours to 7 hours per year, The State Trustee Institute will be held in September. The State Library's requirement for hard copy subscriptions will be dropped because the periodicals requirement call be fulfilled electronically.
Mrs, Riskind reported that the July 1 st 3% increase will be submitted for those employees who are covered by the union contract.
Mrs. Riskind requested raising the threshold for lost items from $30 to $50 before au ordinance letter is sent and the patron is taken to court for non-returned items. After discussion, the board agreed not to change the threshold,

The Fairfield Library in Essex County has applied for membership in the BeeLS consortium.

A summary of the proposals for exterior lighting was distributed, 'Tho bollard lights that wero installed during the expansion of'the library have been vandalized repeatedly and are expensive to repair. We requested quotes for lighting to be attached to the building itself. East-West Electrical Contractors, Inc. of Bergenfield submitted the most competitive. proposal.
A motion was made by Mr. Muller, seconded by »1'. Kuchar, to award the contract for exterior lighting to East-West Electrical Contractors, IDe. All in favor. Motion carried.
Mrs. Risklnd presented a six month preliminary budget covering July 1, 2010 - December 31, 2010 in anticipation of the Borough switching to a calendar year budget.
A motion was made by Mr. Muller, seconded by Dr, Kuchar, to approve the six month preliminary budget as presented coveting July 1~ 2010 through December 31, 2010. All in favor. Motion carrled,
Boswell Engineering, the Borough's engineer, was contacted to evaluate the replacement of broken ail' conditioning units and possible modification of the overall system. Their proposal was distributed, ThE) board advised obtaining two more quotes before making a decision.
