He shall sign all acts, addresses, joint resolutions,29writs, warrants and subpoenas of, or issued by order of, the30House, and decide all questions of order, subject to an appeal by31any member, on which appeal no member shall speak more than once32unless by permission of the House. The Speaker may require points33of order in writing and may take reasonable time to examine and34study same before ruling thereon, during which period35consideration of that particular subject matter may be suspended36without prejudice and the House proceed to the next order of37business.385. He shall rise to put a question, but may state it39sitting; and shall put questions in this form, to wit: "As many40as are in favor (as the question may be), say 'Aye'"; and after41the affirmative voice is expressed, "As many as are opposed, say42'No'"; if he doubts, or a division is called for, the House shall43divide; those in the affirmative of the question shall first rise44from their seats, and then those in the negative; if he still45doubts, or a count is required by at least one-fifth (1/5) of the46quorum, he shall name one (1) from each side of the question to47tell the members in the affirmative and negative, which being48reported, he shall rise and state the decision.496. He shall not be required to vote in ordinary legislative50proceedings, except where his vote would be decisive, or where the51House is engaged in voting by ballot; and in cases of a tie vote52for, question shall be decided in the negative.537.
