Page 2 – Joan OhlWe recommend that the State agency refund $1,327,149 ($1,744,137 less $416,988 previouslydisallowed by ACF) in unallowable Title IV-E administrative costs for foster care candidatesclaimed by the State agency for Arlington County partners for the period April 2002 throughMarch 2004.In its comments on our draft report, the State agency concurred with our findings but requestedthat we consider the recommended refund as part of a June 2006 settlement agreement withACF, with no further repayment required.The $1,327,149 that we are questioning was not included in the ACF disallowance covered in thesettlement agreement. Moreover, the settlement agreement specifically states that our audit of Arlington County is outside the scope of the agreement and that once we have completed thisaudit, ACF may seek a disallowance of our recommended refund amount.
