ciency and would declare the hour of 8:30 to 9:30 p.m. on the last Saturday of March to be
Earth Hour
throughout the state. The measure would encourage city, county, andstate employees, and businesses to turn off nonessential lights ingovernment buildings, public schools, public landmarks, and otherbuildings for that hour on March 27, 2010.

123WHEREAS, Communities throughout California are affectedby the impacts of global warming and are gravely concerned aboutthe future health of our planet; and

12345678910111213141516171819202122232425262728293031323334353637383940WHEREAS, There is growing public support for action to stopglobal warming, and communicating a desire for change regardingmatters that impact our lives, such as global warming, is animportant part of democracy; andWHEREAS, Earth Hour is both an international and localsymbolic event organized by the World Wildlife Fund to raiseawareness about climate change issues, to encourage businesses,individuals, and governments to take actions to reduce their carbonemissions and their impact on the environment in their daily livesand operations; andWHEREAS, Earth Hour asks all citizens, businesses,government agencies, and commercial and noncommercialestablishments to voluntarily turn off all nonessential lighting forone hour beginning at 8:30 p.m. on March 27, 2010, andencourages citizens and businesses to commit to actions they cantake in the coming year to reduce their carbon footprints andconserve energy; andWHEREAS, This state has long been a national and internationalleader on energy conservation and environmental stewardshipefforts, including the areas of air quality protection, energyef

ciency requirements, renewable energy standards, naturalresource conservation, and greenhouse gas emission standards;andWHEREAS, Earth Hour is an opportunity for state agencies andcommunity energy awareness programs to promote informationand tools available to residents and businesses to increase energyef

ciency and decrease emissions and use of natural resources;andWHEREAS, Extinguishing nonessential lights in all statebuildings and public landmarks for one hour and urging allbusinesses and citizens to do the same demonstrates that the stateis concerned about climate change, that it stands with the rest of the world in seeking solutions, and that it demands all electedleaders act immediately to take measures that will help

ght globalclimate change, including enacting environmentally importantlegislation; andWHEREAS, Turning off all nonessential lights in governmentbuildings and public landmarks will serve as an important rallyingpoint for the worldwide energy conservation event, Earth Hour;now, therefore, be it
