MISSISSIPPI LEGISLATURE                        REGULAR SESSION 2011 By:  Representative Barker               HOUSE BILL NO. 1086   AN ACT TO AMEND SECTION 37-9-79, MISSISSIPPI CODE OF 1972, TO1REVISE THE MINIMUM QUALIFICATION OF INDIVIDUALS TO BE EMPLOYED AS2A SCHOOL GUIDANCE COUNSELOR; TO PROVIDE THAT A PERSON MAY POSSESS3A MASTER'S DEGREE IN ANY AREA OF COUNSELING AND BE ENROLLED IN OR4HAVE COMPLETED AN APPROVED ADD-ON PROGRAM IN GUIDANCE AND5COUNSELING; TO REQUIRE ALL PERSONS EMPLOYED BY A LOCAL SCHOOL6DISTRICT ON OR AFTER JULY 1, 2011, TO RECEIVE A PASSING SCORE ON7THE PRAXIS EXAMINATIONS; AND FOR RELATED PURPOSES.8BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:9
SECTION 1.
Section 37-9-79, Mississippi Code of 1972, is10amended as follows:1137-9-79.  (1)  Beginning with the 2002-2003 school year, the12assignment of K-12 school guidance counselors to the particular13schools within the district shall be at the discretion of the14local school board with the following restrictions:15(a)  No individual shall be employed as a school16guidance counselor except he or she, at a minimum, possesses:17(i)  A master's degree in guidance and counseling;18(ii)  A master's degree in any other counseling,19provided that such individual is enrolled in or has completed the20minimum requirements of an approved add-on program in the area of21guidance and counseling; or22(iii)  In an emergency situation, an appropriate23certification as determined by the Commission on Teacher and24Administrator Education, Certification and Licensure and25Development; and26(b)  Persons satisfying the requirement of paragraph (a)27of this subsection must receive a passing score on the Praxis I28
