CHAPTER 1INTRODUCTION1.0. Purpose.
This publication provides guidance, responsibilities, andprocedures for military construction and the planning and development ofcontingency and permanent base camps that support associated missions inUSCENTCOM’s Area of Responsibility (AOR). This publication establishesconsistent standards for the Service components program and use, regardinginfrastructure development, security, sustainment, survivability, safety, andaffordable working and living environments for personnel in the USCENTCOM AOR.
1.1.1. The provisions of this Regulation apply to all service componentforces, CJTFs, and the DOD Contract Construction Agencies (CCA) operatingwithin the geographic area assigned to the USCENTCOM by the Unified CommandPlan. Service components are responsible for complying with constructionstandards for facilities in accordance with applicable service regulations.1.1.2. CDR, USCENTCOM will establish minimum standards of constructionfor base contingency camps through USCENTCOM Operations Orders (OPORDS) and/orFragmentary Orders (FRAGO). Construction Standards outlined in this documentare descriptive, not prescriptive in nature. OPORDs and FRAGOs shall takeprecedence over guidance in this document and the references. Servicecomponents shall use this document as a planning tool for base campdevelopment. Other planning references available, and may be used in caseswhere the standards do not conflict with this document, include: UnifiedFacilities Criteria (UFC) and the airfield standards of the International CivilAviation Organization (ICAO).1.1.3. Construction projects under Title X Humanitarian/Civic Assistance(H/CA) or Exercise Related Construction (ERC) are not covered by thisregulation. HA Projects are governed by US Statutes; 10 USC 2561 and 401.USCENTCOM ERC projects are governed by US Statute and under USCENTCOMRegulation 415-2. Force protection standards are governed in Appendix 2 toAnnex V of USCENTCOM OPORD 97-01B.
