This morning I took a walk on the “back path" of the
Fitzgerald Marine Reserve in Moss Beach (the inland path
connecting California and Cypress avenues). I was surprised
to notice a sign on the ground, and somewhat hidden by a
log, that stated the last day to submit comments about the
Coastal Trail for this area was August 16th. The sign also
mentioned that there were flags marking the trail every 90
feet. The reason I was surprised is because my family and I
frequently walk on this path - and have walked on it quite a
few times during the last month - and yet we hadn't seen the
sign or flags.
There is a sign post near the sign, so it probably started in a
position that was visible. I don't know about the flags, but I
did find a small piece of orange/red plastic peeking out from a
blackberry bush off the trail; not sure if that had been a flag
at one time or not. I am frustrated because I wanted to
comment on the proposed Coastal Trail and was about to
investigate how and where to send comments, when I found
this partially hidden sign on the ground that declared the
comment period was over.
I am wondering if you received many comments about this
section of the Coastal Trail recently, because I imagine most
people using that back path didn't see the sign or flags

either. The current back path is a 3-5' dirt path. I imagine
you have been to the proposed site, and perhaps considered
that a 10'-wide paved road with additional 4' of gravel
shoulders might be of a material and at a scale inappropriate
for that area? The majority of the Coastal Trail (from the
Princeton harbor to Poplar Beach) is narrower than 10' and
doesn't have 2! shoulders on both sides, so I am wondering
why the proposal for this section of the trail is so extreme.
Also, there are other sections of the trail, like the Moss Beach
bluffs, that are just dirt. Perhaps an exception was made for
the bluffs so that the trail would blend naturally with with
surroundings?
I know the plans for the reserve at California Ave. include a
paved path to the beach for wheelchair access. I think this it
is a positive step in the right direction. I don't see much
value in paving the back path to allow wheelchair access from
California Ave. to Cypress Ave. because that path doesn't lead
to places that accommodate wheelchairs. The Cypress Ave.
end is just a neighborhood with streets, and the beach access
at that end of the reserve is a very long set of stairs.
I would like to propose that the comment period be extended
because I don't think the sign or flags were effective in
notifying the public. Please consider this extension request
because once something is paved - there is no going back.
The reserve is a lovely, and it would be desirable to keep the
paths consistent with the look and feel of the surrounding
park.

We the undersigned ask the County of San Mateo to emphasize ecological sensitivity Sten !0n
managing the Fitzgerald Marine Reserve; one of the richest, most biodiverse environments in
California.

Paving a road through the Fitzgerald Marine Reserve and building a massive bridge over a
small creek would have negative impacts on wildlife, plants, trees and the Native American
Archeological site near San Vicente Creek. When considering the impacts on water quality we
ask the County to give consideration to the harmful and toxic effects of Polycyclic Aromatic
Hydrocarbons.
The proposed Fitzgerald Marine Reserve asphalt trail (14' wide) and bridge (12' wide x 60" long)
would drain directly into San Vicente Creek and increase the pollution already documented in
water quality reports.
San Mateo County 2009 Beachwater Contamination Results are the second worst in the state.
Los Angeles County is the only County in California with more beach closing/advisory days than
San Mateo County.
The Fitzgerald Marine Reserve had 59 water contamination closing or advisory days at San
Vicente Creek in 2009.
In 2008, the California Coastal Commission issued a detailed water quality assessment report
on the Fitzgerald Marine Reserve and the creeks flowing into it.
The Half Moon Bay segment of the California Coastal Trail was coated a few years ago with a
black, shiny emulsion and the vegetation near the trail was covered in the black messy coating
for months. Sealcoating runoff is toxic to mammals, birds, fish, amphibians, invertebrates, and
plants and should not be allowed to drain into San Vicente Creek.
"Collaborative studies by the City of Austin and the U. S. Geological Survey (USGS) have
identified coal-tar based sealcoat the black, shiny emulsion painted or sprayed on asphalt
pavement such as parking lots as a major and previously unrecognized source of Polycyclic
Aromatic Hydrocarbon (PAH) contamination.”
"PAHs are toxic to mammals (including humans), birds, fish, amphibians, invertebrates, and
plants. Aquatic invertebrates, the insects and other small animals that live in streams and lakes,
are particularly susceptible to PAH contamination, especially the bottom dwellers (benthic
invertebrates) that live in the mud where PAHs tend to accumulate. They are an important part
of the food chain and are often monitored as indicators of stream quality (analogous to the
canary in the coal mine concept). Possible effects of PAHs on aquatic invertebrates include
inhibited reproduction, delayed emergence, sediment avoidance, and mortality, and possible
adverse effects on fish include fin erosion, liver abnormalities, cataracts, and immune system
impairments.”The Fitzgerald Marine Reserve is a biologically sensitive area and has regional, state, and
national significance, as recognized by:
- Monterey Bay National Marine Sanctuary
- Gulf of the Farallones National Marine Sanctuary
- Golden Gate National Recreation Area
- Area of Special Biological Significance (ASBS)
- Central California Coast International Biosphere Reserve
- California Critical Coastal Area (CCA)
Compliance with ADA does not require the trail be wider than three to four feet, nor does ADA
require an asphalt surface.
Trail Surface: The Fitzgerald Marine Reserve Master Plan (page 60) specifies: “all trails and
paths shall be surfaced with pervious materials such as decomposed granite”.
The US Access Board, an independent Federal agency devoted to accessibility for people with
disabilities was created in 1973 to ensure access to federally funded facilities. The Access
Board is a leading source on information on accessibility design and they have the following to
say about trail surface, "ADA Trail Surfaces are not limited to asphalt.”
A16.2.1 TRAIL SURFACE
“Trail surfaces are required to be firm and stable. There are a spectrum of surfaces considered
firm and stable and appropriate surfaces are not limited to surfacing materials such as asphalt
and conerete. Many naturally occurring surfaces, such as crushed aggregate or soils containing
some clay and a spectrum of sieve sizes, are considered firm and stable.”
“Other natural surfaces may also become firm and stable when combined with a stabilizing
agent. Wood planks, stone, grass, and packed dirt may also be considered accessible. The
degree of firmness and stability may vary depending on the intended use and the expected
direction and length of travel.”
We the undersigned do not support paving asphalt trails at the Fitzgerald Marine Reserve. We
ask the County to significantly reduce the proposed width of the Dardenelle trail and bridge over
San Vicente Creek.

Stop! Get an environmental impact report. Do not disturb
or kill of this much natural environment for a road. Hikers
can find ways around without roads and surely in dry
California, there is no need for a bridge over a creek. Don't
kill the animals and disturb their habitat in order to make
work for some humans. This money could be spent more
wisely in human populated areas or support areas of the
Wildlife Reserve.32.

The Fitzgerald Marine Reserve is one of the most pristine
and beautiful NATURAL parks in the world. It is one of the
reasons | purchased my home in Moss Beach. Im very
confused on why you need an asphalt paved path for
wheelchairs. The path is currently smooth enough for an all
terrain wheel chair.
Peaceful verdant strolls through the trees and of course
the tidepools and seals below on the beach.
It's natural beauty and the fact itis a refuge for hundreds of
animal species.
Its a reserve/refuge for a reason .. many reasons actually
... Which shouldn't include asphalt and paving paradise.

This is a great place to bring school kids, out-of towners,
and just ourselves to learn about our wonderful coast-side
and one of its crown jewels: our family especially loves its
tide pools, its serenity, an occasional fossil, harbor seals,
starfish, and birds! Unfortunately, this place is being loved
to death and more asphalt and a bridge just aren't needed.
Let's use the $ instead for more education and
conservation.
The wildness of the coast, the views, the tidepools and the
simple pleasure of natural beauty!
| grew up on the southern Californian coast, in San Pedro,
when Cabrillo beach was still an unspoiled beach, and we
often saw seals playing...t was a beautiful world there and
it's almost entirely gone the wonder and pristine beauty
of it has been ruined, and what's lost is too precious for
words!
Biodiversity, accessibility to the city of San Francisco,
beautiful place for all ages.
What is best is the natural beauty of the place, free of the
County's typical over-development ideas.
The park is an oasis of natural beauty. The thought of
covering any of it with asphalt sickens me.
‘The magical silence of the cypress grove provides such a
lovely place to look down onto the tidepools or dramatic
crashing waves below. The deep needle layer underfoot is
a welcome respite from hard pavement. The grove has a
lovely sense of ancient calm which would be ruined by

Trails are fine at Fitzgerald. It's not Hollywood.
It's unique and must be kept that way. | am alll for the
preservation of this ecological treasure but not with
concrete and asphalt and more signs. By the way, where is
the county getting the money for such a plan? Put it into
preservation, protection, education. Not paving.
\ like the Fitzgerald Marine Reserve exactly as it stands
now and in in its natural form. Aren't there other ways of,
spending our tax dollars beyond ruining our natural
environment.
