Dear Mike,

While I agree that some improvements are necessary at the Fitzgerald Marine Reserve, the scope of the current plan for the Dardenelle Trail is extreme and represents a negative impact to the environment along that trail. As a resident of the reserve neighborhood, the Dardenelle Trail represents a peaceful route to and from the Seal Cove neighborhood and is the route we use to access the bluffs during hikes to Ross Cove and Mavericks Beach. The current trail doesn't suffer from the same erosion issues as the bluff trail that overlooks the tide pools at Nye's Rocks and is currently wide enough for two people to comfortably walk alongside.

Of most concern is the planned 60' by 12' wide bridge over San Vicente Creek. The foot traffic I've witnessed on the existing bridge is certainly not enough to justify a new bridge of those dimensions. The existing bridge should be replaced but one with dimensions of 20' by 6' would be more appropriate. Any new bridge should be designed to inflict the least impact on the creek and forest environment but the planned bridge is large enough to be considered a road with all the associated impacts.

The location of this proposed new bridge would have an enormous impact on the dense riparian vegetation at the intersection of Virginia Avenue and North Lake Street. It's obvious that many trees would need to be removed for the new bridge plus the affected wildlife (birds, bats, etc.) that live in and around this dense growth would require years to fully recover. Also, there are many free roaming cats in this neighborhood and any changes to the riparian area that allows them easier access to bird and bat nesting sites would be devastating.

The 10' width of proposed asphalt pavement of the Dardenelle Trail itself seems to indicate that the road-like impact of the proposed bridge would be continued for the entire length of the trail. The slope of that side of the bluff would require an extensive retaining wall to accommodate this width and it's easy to imagine the removal of large amounts of earth and trees that would not only leave an permanent scar but require heavy equipment that would further damage and degrade the natural environment. Since asphalt is non pervious, runoff from this new trail would likely increase the rate of erosion on the shoulders and around the proposed retaining walls.

As a county homeowner and tax payer, I would like any proposed improvements to the reserve be concentrated on the western side of the bluff trail where erosion has resulted in serious trail deterioration. Exposed roots along the eroded trail seem like an obvious liability for the county. The overlook above Nye's Rocks turned into a shallow pond for most of the last winter and muddy trails are another obvious liability for the county.

It's worth comparing these proposed changes to the ongoing work on the replacement stairs leading to the beach at Seal Cove. That work is still ongoing on that project even though it was due to be completed in early April. Except for an overgrown and steep trail below the Moss Beach Distillery, access to that beach has essentially been cut off for the duration, denying local residents and visitors alike the experience of sunny spring and summer days on the best beach in the reserve. Now the stairs are due to open in mid August which is roughly 4 months after the estimated completion date. Considering the much larger scope of the proposed changes to the Dardenelle Trail, the 4-month schedule for that project seems very unrealistic.

With the state and county park systems experiencing budget shortfalls, it makes more sense to spend less by making modest improvements to the reserve and concentrating those efforts where erosion poses real dangers to the most visitors. The impacts of the posed changes to the Dardenelle Trail would forever alter the east side of the reserve and potentially eliminate the woodland feel of that route.

Dear Mike and Dave,

I live near the Fitzgerald Marine Reserve in Seal Cove, and I'd like to take this opportunity to express my dissatisfaction of the choice of surface materials being considered for the Dardanelle Trail.

When is San Mateo County going to put more emphasis on being GREEN, instead of going with the "usual suspects" by utilizing conventional materials which contain chemicals that are known to release toxic substances into the surrounding environment? I'm certain that you are aware that the area falls within the ABS boundaries. Please postpone the trail surface plans until you have done some due diligence on researching surface materials that can perform in a more ecologically-aware and beneficial way and still provide the trail that ADA mandates require. We need to begin to orient ourselves toward a more environmentally sustainable society and there should be a happy medium we can achieve by determining some common ground here!

As a resident of the coast side I am writing to support the accessibility project at the Fitzgerald Marine Reserve. I frequently walk in the reserve and I would love' to be part of making this reserve accessible to people with disabilities. As the leader of an organization that provides services to people with disabilities we frequently make trips over to the coast and really appreciate the accessibility that has already been accomplished in beaches and campgrounds and elsewhere. Fitzgerald Marine Reserve would be such a wonderful place for me to share with the people we serve. It is a pity that currently this is not possible and disturbing to learn that others oppose this accessibility project. Denial of access for people with disabilities is something we must overcome.

TO WHOM IT MAY CONCERN:

As a San Mateo County resident and someone who has worked in the field of disability in San Mateo County for over 20 years, I am deeply concerned about attempts by local residents to prevent improvements to the access trail to Fitzgerald Marine Reserve.

I am familiar with the reserve and have visited many times over the years. Current access is problematic even for "able-bodied" people because the access trail is rocky and uneven and hazardous, particularly during inclement weather conditions.

I don't really understand the thinking that a path that is even and slip-resistant and stable and accessible for people in wheelchairs and with other limitations would destroy the natural features of the preserve.

With an increasingly older population and more and more people with physical limitations I think that it is extremely important to make the beauty of the reserve accessible to everyone.

Recreational opportunities and opportunities to experience natural beauty should be accessible and available to everyone. Certainly to deny access to a place of natural beauty to only the most "able-bodied" seems undemocratic and mean-spirited, the opposite of the kind of society we should all be working toward.

Mr. Schaller,

My name is Alan Harris. I was the first person to bring to the

county's attention the damage being done to the reserve by Sony Pictures when they were approved by the county to film Memoirs of a Geisha in the reserve. I pointed out to the county that no funds had been set aside to restore the reserve and repair the extensive damage caused to the reserve caused by the hundreds of people and the many vehicles used in the production. By the way, I can still see the

impact of what was done, now 6 years after the filming.

I can say I was very effective in doing this. I mobilized community support to ensure this happened, got the issue in front of the Board

of Supervisors, other departments in the County and worked with Sony. The result was that Sony provided $37k for the restoration.

Now it appears that I will have to defend and protect the reserve once again.

I understand the desire to give ADA access to the reserve. I have no problem with that. A path that would accommodate a wheelchair, foot traffic and bike traffic would not need to be much more than 5' wide based on the the extensive trail system that POST in place on the bluffs to the south. It also would not require paving with asphalt as there are many far less toxic solutions to creating a hard pack trail suitable for a wheel chair.

I also understand the need the move and replace the bridge. Again I understand the need to do this. But it only needs to be as wide as the path it services.

I believe that a 14' asphalt paved path and a 12'wide bridge are totally out of scale for this small reserve and most special place. I also believe that the process of building it would be very destructive and that the oils and materials that leach out of fresh asphalt would be extremely destructive to the flora and fauna .of the reserve.

I respectfully ask that the county put all development of the reserve

on hold until additional meetings can be held on the proposal. I also request the matter be put on the agenda at an upcoming meeting of the San Mateo Count Board of Supervisors. I would ask the County to provide more than usual notification to all people in the County of

San Mateo given the permanent impact the current proposal would have on this most valuable resource.

Dear Mr. Schaller,

QUite frankly, I do not believe this is a good idea and a waste of my taxpayers' dollars. Can access across the creek be improved, yes. But like this?? How does destroying habitat to improve access make any sense?? I don't believe it does.

I have visited Fitzgerald Marine Reserve for many years now starting in 1980 and every few months since 1998 because it is one of our favorite locations for my husband to take photographs of. I also love seeing the harbor seals frolic in the waves and on the rocks there. We enjoyed FMR last Thanksgiving (2009). In fact a photograph from that day is part of our exhibit at the Quarry Cove Art Gallery in Pacifica. I would truly prefer to see money spent on improving signage to discourage FMR visitors from removing items from the tidepools. The difference between my 1980 visit and my next visit in 1998 was astounding. FMR needs more Rangers and Docents to ensure that this doesn't continue.

We enjoy crossing over the bridge and into the trees part of FMR and the ability to feel miles away that exists because of the lack of cement and concrete. As I look over the petition comments, I notice many others have made similar comments to mine regarding the need for more education and preservation but not destruction of wilderness.

I second all of the concerns expressed so clearly by the letter from Area 29 that is available on www.pelicaneye.com.lsincerely hope you and your staff will honor the USERS' and ENJOYERS' of Fitzgerald Marine Reserve requests and not destroy this precious piece of wilderness and cultural heritage.

Dear Mr. Shaller:

This letter is to comment on the county's project to improve The Fitzgerald

Marine Reserve. I am writing as a Moss Beach resident and as a former member of the Half Moon Bay Planning Commission.

I believe the current plans for improvements to the beach access to the Marine Reserve and to the Dardenelle/Coastal Trail are too large in scope and should be . scaled back. The Marine Reserve is noted and loved because of its unique natural beauty.

Dear Mr. Schaller:

Iwanted to provide you with my comments concerning the County's proposed improvements to the Dardenelle Trail. First, I very much support the improvement of the trail--besides providing access to the Fitzgerald Marine Reserve, it is also the only way (I think) to move from North to South in Moss Beach besides walking along the highway. However:

-I think the proposed width of the trail (10 feet plus two 2' shoulders) is excessive, out of scale with the environment and, as I understand it, not required by the ADA or any other law. I think a narrower, but improved, trail would be much more desirable.

-I do not think that paving the trail with asphalt makes any sense.

In keeping with the environment, and the coastside's groundwater issues, a pervious surface (such as decomposed granite) would be far more desirable and appropriate.

ADA Trail Surfaces are not limited to asphalt.

Trail surfaces are required to be firm and stable. There are a spectrum of surfaces considered firm and stable and appropriate surfaces are not limited to surfacing materials such as asphalt and concrete. Many naturally occurring surfaces, such as crushed aggregate or soils containing some clay and a spectrum of sieve sizes, are considered firm and stable.

Other natural surfaces may also become firm and stable when combined with a stabilizing agent. Wood planks, stone, grass, and packed dirt may also be considered accessible. The degree of firmness and stability may vary depending on the intended use and the expected direction and length of travel.

US Access Board is an independent Federal agency devoted to accessibility for people with disabilities. Created in 1973 to ensure access to federally funded facilities, the Board is now a leading source of information on accessible design.
