The regular meeting of the Board of Library Trustees was held at 6:00 pm, Wednesday, November 17,2010 at the Georgetown Neighborhood Library, 3260 R Street, NW, John W. Hill, Jr., President,presiding.
Present:
John W. Hill, Jr, President, Donald Richardson, Vice President, Bonnie Cohen, Richard Levy,James Lewis, Myrna Peralta, Brenda Richardson, Kelley Smith, Ginnie Cooper, Chief Librarian andSecretary-Treasurer.
Guests at the Board Table:
Roslyn Christian, Vice President, Federation of Friends and Anna Velazco,Executive Director, DCPL FoundationThe meeting was called to order at 6:03 pm.
Adoption of the Agenda
The motion to adopt the agenda was approved.
Approval of Minutes
 The motion to approve the minutes of the September 22, 2010 Board meeting was approved.
Public Comments
Mr. Hill stated the practice of the DCPL Board of Library Trustees to entertain public comments at thebeginning of the meeting. He explained that people who signed their names to the sign-in sheet nearthe entrance to the library would have three minutes to address the Board. No members of the publiccame forward to make comments.
Presidents Report
Mr. Hill congratulated Chief Librarian Ginnie Cooper and all staff for how remarkable the renovated andrebuilt Georgetown Library looks and invited people to tour the library after the meeting. He thenintroduced the subject of the
DC Public Library: A Framework for Continuing Success  the Library Services and Facilities Plan.
Mr. Hill said that the Board needs to devise a strategy to protect recentinvestments in DCPL  facilities, staff, the experience of the users. He would like to dedicate 2011 as theYear of Protecting Our Investments to ensure that DCPL continues to move forward. Mr. Hill said thatthis is an appropriate time for the Board to take a look at what will happen in continuing thetransformation of the library. He said that the Board plans to send the Library Services and FacilitiesPlan to the Mayor and City Council early next year. Ginnie Cooper gave the overall background andprogress of the Library Services and Facilities Plan work and said that it will describe where the Library is,where it needs to be and a process to get there. Mr. Hill reminded all present that the final decisions onthis plan and its implementation are at the discretion of the Mayor and City Council.

Chief Librarians Report
Ms. Cooper highlighted items in her report. She said that DCPL hosted a wide range of programs by theWashington embassies of 27 European Union countries to the Districts children and their families in thisthird annual Kids Euro Fest. The Library offered at least one program from each country. She told thosepresent that the MLK Teen Space has partnered with Radio Rootz DC to work toward the creation of ateen radio program production headquartered at the new DC Youth Production Lounge featuring aprofessional quality media- editing booth with comprehensive music and video creation and editingsoftware. She concluded her remarks by reminding people of the launch of the Job Seekers websitewww.dclibrary.org/jobseekers- a single portal that connects job seekers to library resources andrecommends other websites.Tracy Sumler, Georgetown Neighborhood Library Manager, described activities at the library includingthe fact that over 500 new library cards were issued in the first two weeks the library was open. ChrisWright, Project Manager for the Georgetown Library Renovation, reported on the renovation and thestabilizing of the building after the fire.
Contracts Review Committee Report
Chief Business Officer Eric Coard reported that DCPL has been exempted from recent procurementlegislation and continues to maintain its independent procurement authority.
Facilities Committee Report
Jeff Bonvechio, Director of Capital Construction, reported on where the Library stands on major projectsfrom the
Capital Construction Report
and the
Neighborhood Library Openings 2010-2012
document.One Board member asked that staff begin reporting on the mentor/protégé projects.
Finance Committee Report
Eric Coard and Tammie Robinson, Agency Fiscal Officer, reported on the preliminary FY 2010 Close andthe FY 2011 Year- to- Date report. Board members also received a Capital Budget FY 2011 update andthe projected timeline for the FY 2012 budget submission.
Public Services Report
Nancy Davenport, Director of Library Services, reported on the Library Performance Measures for theFourth Quarter/Year End. She explained that many of the figures in the document have gone down andthat this reflects the cuts in hours. This is particularly true in childrens and teen programs since threestaff members dedicated in the past to outreach to these groups have been moved and there is nodirect outreach now to summer camps or enrolling students in summer reading. Ms. Davenport didreport on significant increases in meeting room facilities use and volunteer hours worked. Chair Hillthanked Ms. Davenport for the good quality of the statistical report. Ms. Davenport also reported onthe Librarys Emergency Preparedness Plan that is now in place for the entire system as a direct result of a grant from the National Endowment for the Humanities after the Georgetown fire.
