Census is….
Census means “to enumerate”. It consists of a
sequence of activities concerned with collection,
collation and factual presentation of data pertaining
to social, demographic and health related factors, in
respect of a nation (or large population group),
undertaken periodically, and having some sort of
statutory back - up for it to be undertaken.

Methods of data collection
(a) de - facto method : Persons are enumerated according
to
their location at the time of enumeration.
This method is used in developing countries like India.

(b) de - jure method : The persons are assigned according to


their“usual” place of residence and not according to their
locationat the time of census, as practiced in de - facto
method.
This method is used in developed countries like U.S.A.

Limitations
Infantsare generally under enumerated.
Many persons do not know their exact age
Information about handicapped person is
incomplete.
Information about work status is distorted.

Indian Census-
 In India, the activity of census started in 1881.
 Once in ten years.
 During the first quarter of the first year of the decade
(i.e. 1981, 1991, 2001, and so on).
 In first quarter(Q1) on 1st March
 It is an official task under the authority of the Census
Commissioner of GOI, under census Act - 1948.

2001 census
 Permanent location code numbers were assigned to ensure
comparability of the data at the village & other
administrative levels.

 Additional collection of data on drinking water (within


premises/outside premises), source of lighting, availability of
toilet facility within the house and type, number of married
couples living in the household having independent room for
sleeping, disposal of waste water, availability of separate
bathroom and kitchen etc.

Signature/thumb impression of the respondent was taken.


Census-2011-15
 th Census-

It
 covers all 1.2 billion Indians.
All 640 districts, 5,767 tehsils, 7,742 towns and more than six

lakh villages will be covered.


25 lakh (2.5 millions) officials.

It is estimated to cost 2,209 crore (1.3 billion US dollars).



Expenditure on NPR will be Rs. 3,539.24 crore.

Consume more than 11 million tonnes of paper.

Phases-
First phase, called the House listing and Housing Census,
will be conducted between this April and July 2010.

 The second phase, called the Population Enumeration


phase, will be conducted simultaneously all over the
country from February 9 to 28, 2011, and the entire
exercise would be completed by March 5, 2011.

(NPR) all persons aged over 15 years will
be photographed and fingerprinted to create
a biometric national database.

Unique Identification Authority of India
will issue a 16-digit identification number
to all individuals and the first ID is
expected to be issued in 2011.
2011 Census
First time will collect information like
ownership of mobile phones, computers,
internet, having treated or untreated drinking
water facility and usage of banking services.
They will also seek additional information for
the creation of NPR. The government has
already said that no information will be
collected on castes.
