AN ACT
Making appropriations for the Departments of Transpor-tation, and Housing and Urban Development, and re-lated agencies for the fiscal year ending September 30,2011, and for other purposes.

Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
That the following sums are appropriated, out of any 
3
money in the Treasury not otherwise appropriated, for the
4
Departments of Transportation, and Housing and Urban
5
Development, and related agencies for the fiscal year end-
6
ing September 30, 2011, and for other purposes, namely:

SALARIES AND EXPENSES

For necessary expenses of the Office of the Secretary,
12
$111,615,000 (reduced by $1,600,000), of which not to
13
exceed $2,667,000 shall be available for the immediate Of-
14
fice of the Secretary; not to exceed $1,000,000 shall be
15
available for the immediate Office of the Deputy Sec-
16
retary; not to exceed $19,711,000 shall be available for
17
the Office of the General Counsel; not to exceed
18
$12,015,000 (reduced by $250,000) shall be available for
19
the Office of the Under Secretary of Transportation for
20
Policy; not to exceed $11,899,000 (reduced by 
21
$1,600,000) shall be available for the Office of the Assist-
22
ant Secretary for Budget and Programs; not to exceed
23
$2,530,000 (reduced by $50,000) shall be available for the
24
Office of the Assistant Secretary for Governmental Af-
25

fairs; not to exceed $25,695,000 (reduced by $175,000)

shall be available for the Office of the Assistant Secretary 
2
for Administration; not to exceed $2,240,000 (reduced by 
3
$100,000) shall be available for the Office of Public Af-
4
fairs; not to exceed $1,683,000 shall be available for the
5
Office of the Executive Secretariat; not to exceed
6
$1,513,000 (increased by $100,000) shall be available for
7
the Office of Small and Disadvantaged Business Utiliza-
8
tion; not to exceed $10,999,000 for the Office of Intel-
9
ligence, Security, and Emergency Response; and not to ex-
10
ceed $19,663,000 shall be available for the Office of the
11
Chief Information Officer:

, That the Secretary

of Transportation is authorized to transfer funds appro-
13
priated for any office of the Office of the Secretary to any 
14
other office of the Office of the Secretary:
Provided fur-

ther
, That no appropriation for any office shall be in-
16
creased or decreased by more than 5 percent by all such
17
transfers:
Provided further
, That notice of any change in
18
funding greater than 5 percent shall be submitted for ap-
19
proval to the House and Senate Committees on Appropria-
20
tions:
Provided further
, That not to exceed $60,000 shall
21
be for allocation within the Department for official recep-
22
tion and representation expenses as the Secretary may de-
23
termine:

, That notwithstanding any other
24
provision of law, excluding fees authorized in Public Law
