ll be leavingoffice at the end of the year.So, since it
s my last go around, I hope you
ll understand it if I take theliberty of being very candid with my remarks.There are a few things I need to say.I
ve been coming up here for eight years now as the mayor of Yonkers andbefore that another eight years as deputy mayor. Over that time I
ve shareda lot with you.I
ve told you about the great things we have done with economicdevelopment and job creation.I
ve brought news of the extraordinary turnaround of the Yonkers PublicSchools.I
ve let you know in detail the challenges we are facing and are doing ourbest to overcome.I
ve told you all these things because that
s what we do...We --- my administration and I --- we run the state
s fourth largest city, andwe do a pretty good job of it.

But as long as I
ve been coming up here, over all this time, I have reallyonly asked you --- and when I say “you” I mean New York State: thelegislature and the governor --- I
ve really asked you for two things...One: to fix the systemic inequity of the education funding formula that hasshortchanged students and taxpayers in Yonkers by hundreds of millions ofdollars over decades.And two: give us the tools we need to attract businesses to this state, thebusinesses that will drive the economy, employ our residents and pay forour services.On both of these requests, New York State has failed us.So here I am once again, to ask you to address the same two issues I haveevery single time I have testified before you.But this time I am hoping that the sobering reality of our collectiveeconomic crisis and the unusual candor and common sense we heard fromthe governor in his budget address last week will inspire this body to act,even though it has failed to do so in the past.Let me give you a brief overview of where we are financially and how thegovernor
s budget affects Yonkers.
