EXECUTIVE SUMMARY

This report is the culmination of Citizens for Responsibility and Ethics in Washington’s (“CREW”)
investigation into the activities of 24 former members of President Bush’s cabinet. The report
demonstrates that the “revolving door” remains open. After leaving their government positions, many of
these top officials joined the ranks of the companies they once regulated where they are highly
compensated. In several instances, they have helped their new employers obtain lucrative government
grants and contracts.

The report names the companies these former officials have joined and the private interests for which they
have advocated. Perhaps more importantly, it also reveals the power they continue to wield within the
halls of government.

To compile this information CREW staff reviewed news articles, press releases, websites, lobbying
disclosure forms, and other public records. While aiming to be exhaustive, because information is not
always readily available, CREW may not have uncovered every position held by these former officials.
Similarly, CREW relied on the Senate Open Public Records website for information on lobbying
activities. Under the Lobbying Disclosure Act, however, a number of threshold requirements must be met
before registration is required. Therefore, it is possible that an organization or individual lobbied, but was
not required to file a registration form and, accordingly, was not included here.

KEY FINDINGS

17 former cabinet officials hold positions with a total of 119 companies.

17 former officials hold positions with 65 companies that lobby the federal government.

15 former officials hold positions with 40 companies that lobby those officials’ former agencies.

9 former cabinet members hold positions with 15 companies that began or resumed lobbying the former
officials’ agencies after those officials joined the companies.

The most prodigious corporate advisor appears to be former Secretary of the Department of Health and
Human Services Tommy Thompson, who has worked for 42 different companies since leaving the Bush
administration.

Five former officials founded lobbying firms. Combined, these firms have represented at least 48 clients.

Ten former cabinet officials work with 39 different non-profit organizations.

Since leaving the government, five have written or are reportedly in the process of writing books.

Three former officials were elected to office.


Spencer Abraham, Former Secretary of Energy

Spencer Abraham served as Secretary of Energy from January 20, 20011 to January 31,
2005.2 During his tenure, Mr. Abraham oversaw the California energy crisis and the worst
blackout in U.S. history.3

Hoover Institution

Immediately after leaving office, Mr. Abraham was named a Distinguished Visiting
Fellow by the Hoover Institution on War, Revolution and Peace on February 1, 2005.4 The
Hoover Institution is a conservative public policy think tank located at Stanford University.5 Mr.
Abraham was a fellow at Hoover until 2008, and focused on the areas of high-tech and energy
policy.6

Occidental Petroleum Corporation

On May 6, 2005, Occidental Petroleum Company announced Mr. Abraham had been
elected to its board of directors.7 Occidental “engages in oil and gas exploration and production
and makes basic chemicals, plastics, and petrochemicals.”8 Directors of Occidental were paid
$60,000 a year in 2007, plus $2,000 for each meeting of the board of directors or of its

committees they attended.9

While Mr. Abraham was at Occidental, the company began shipping oil to the U.S. from
Libya, marking the first time Libyan crude had been delivered to American shores in 20 years.10
Libya’s energy lobbyist was a former deputy of Mr. Abraham, whose firm has a $750,000
contract with Libya’s government.11

As part of his work on the board, Mr. Abraham sat on the committee that directed the
company’s charitable contributions.12 In September 2006, Occidental joined three other U.S.
corporations in creating the U.S.-Lebanon Partnership Fund to “provide critically needed
resources to assist in the reconstruction effort in Lebanon” following the 2006 Hezbollah-Israel
conflict.13 Mr. Abraham also served on the board of directors committee that dealt with
environmental, health, and safety issues.14

In the two and a half years before Mr. Abraham joined Occidental, the company had not
lobbied the Department of Energy.15 After the former secretary joined the company, it resumed
lobbying the department.16

Committee for Justice

Mr. Abraham co-chaired the Committee for Justice starting September 20, 2005.17 The

committee works to support the nomination and confirmation of strict-constructionist judges.18 In
November 2005, while Mr. Abraham was co-chair, the committee issued ads in support of the
confirmation of then Supreme Court Justice nominee Samuel Alito.19 The committee also took an
active role in supporting then-Supreme Court Chief Justice nominee John Roberts’ confirmation
to the Supreme Court.20

The Abraham Group

Nine months after leaving the Department of Energy, Mr. Abraham formed the Abraham
Group, LLC,21 a consulting firm focused on the international energy sector that also offered
strategic advice to U.S. and foreign companies.22

The Abraham Group was a registered to lobby on behalf of Trans Global Petroleum;
earning $75,000 for pushing the company’s agenda with Departments of State, Commerce, and
Energy, the House of Representatives and the Senate since 2007.23 Trans Global Petroleum is a
Houston-based international oil company that has undertaken projects in Colorado, Texas,
Turkey, Syria, and Jordan.24 The former energy secretary is not a registered lobbyist.

The Abraham Group also advises at least four energy companies. Houston-based
Cheniere Energy, Inc. hired Mr. Abraham’s firm to advise the company on liquified natural gas
transactions on October 21, 2005.25 The firm’s job was to help Cheniere’s plans for two liquified

natural gas facilities on the Gulf Coast gain federal regulatory approval.26 Less than a month
after hiring Mr. Abraham’s firm, Cheniere gained authorization from the Federal Energy
Regulatory Commission to build one of its planned liquified natural gas facilities in Texas.27

Second, Rentech Inc., on February 16, 2006, asked the Abraham Group for advice on its
domestic coal-to-liquids projects.28 The firm’s job was to help Rentech obtain federal loans
guaranteed in a 2005 energy law for construction of coal-to-liquid plants in the United States.29

Third, since September 2007, the firm has been offering consulting services to American
companies operating in Qatar.30 The country is one of the world’s leading producers of liquified
natural gas, a field in which the consulting company specializes.31

Finally, in March 2008, Mr. Abraham’s firm partnered with Bond Companies, a
construction and renovation company, to acquire and re-develop the Beaufont Center just outside
Richmond, Virginia.32 Mr. Abraham said he wanted to make the Beaufont Center more
environment-friendly during renovations.33

Areva, Inc.

Capitalizing on his experience in the energy department, Mr. Abraham was named non-
executive chairman of the board of directors of Areva Inc. on February 28, 2006.34 Areva is the
United States arm of the French company Areva Group, an atomic energy company that mines

and enriches uranium and builds and services nuclear reactors.35 The company is 79 percent
owned by the Commissariat à l'Énergie Atomique (or the French Atomic Energy Commission)
and made over 14 billion in sales in 2006.36

Companies affiliated with Areva won millions worth of contracts from the Department of
Energy during Mr. Abraham’s tenure. Cogema Inc., an Areva subsidiary, was awarded part of a
$29.7 million contract by the Department of Energy for designing nuclear waste material
handling systems.37 Similarly, Transnuclear Inc., another company affiliated with Areva, was
awarded a $16 million contract for work on an energy department site in Washington during Mr.
Abraham’s tenure as secretary.38 Areva continued to receive federal funding from the
Department of Energy after Mr. Abraham joined as chairman, earning over $639 million from
the agency from fiscal year 2006 through 2008.39

Part of Mr. Abraham’s job as chairman was to guide Areva in taking advantage of loan
guarantees under the Energy Policy Act of 2005, legislation he helped formulate and support
when holding the top post at the energy department.40 Mr. Abraham said he was compensated for
his services as chairman but would not reveal how much, only saying it was “very modest by
industry standards.”41

While Mr. Abraham was at Areva, the company continued to lobby the Department of
Energy.42 Since Mr. Abraham joined Areva, the company has registered to lobby the Department

of Energy about energy appropriations,43 nuclear issues, and to advocate for projects supportive
of the nuclear energy sector.44

Energy Solutions International

In April 2006, Mr. Abraham became an advisor to software provider Energy Solutions
International.45 Energy Solutions develops and provides pipeline management software for oil
and gas companies.46 Mr. Abraham’s job included working with “Energy Solutions’ executive
management team and board of directors to increase awareness of the environmental impact of
pipeline management, particularly leak detection and prevention.”47 Shortly after becoming
advisor to Energy Solutions, the company had Mr. Abraham send a letter to “selected pipeline
companies” stressing the importance of pipeline management and praising Energy Solutions’
work in that field.48

ICx Technologies

ICx Technologies elected Mr. Abraham to its board of directors on August 14, 2006.49
ICx develops and manufactures sensors, surveillance products, and software for homeland and
military security.50 Mr. Abraham was compensated an undisclosed amount and worked on
committees determining the salaries of top ICx management and evaluating the corporate
governance of the company.51 Since Mr. Abraham joined the board, ICx has won $758,550 in

federal contracts from the U.S. government.52

Although ICx has employed lobbyists since Mr. Abraham served on the board,53
documents obtained through the Senate Office of Public Records did not indicate any had
registered to lobby the Energy Department.54

Other Ventures

On June 7, 2008, Mr. Abraham announced he had purchased three minor league baseball
teams as part of a Michigan-based investor group he heads.55 The three teams were the Myrtle
Beach (S.C.) Pelicans, the Altoona (Pa.) Curve, and the State College (Pa.) Spikes.56 The
Pelicans are affiliated with the Atlanta Braves, and the Curve and Spikes are affiliated with the
Pittsburgh Pirates.57

On October 8, 2007, former Senator Fred Thompson chose Mr. Abraham to co-chair the
national leadership team of his presidential campaign.58 Mr. Abraham donated $2,300 to the
campaign in 2007.59

John Ashcroft, Former Attorney General

Attorney General John Ashcroft resigned from the Bush administration on November 9,
2004, a week after President George W. Bush won reelection.1 Mr. Ashcroft’s term was marked
by his support of the USA Patriot Act and general support for measures that eased restrictions on
electronic surveillance and lessened protections on civil liberties in the name of fighting
terrorism.2 Mr. Ashcroft was criticized for politicizing terrorism cases.3 Political issues aside,
Mr. Ashcroft was a central figure at the start of the “War on Terror” and the establishment of the
U.S. Department of Homeland Security (DHS).4

Speaking Engagements, Authorship, Teaching

Immediately after leaving the cabinet, Mr. Ashcroft reportedly made several speeches a
month for $75,000 apiece.5 Since leaving the administration he also taught several classes at
Regent School of Law,6 and authored a political memoir, Never Again.7

The Ashcroft Group

In 2005, Mr. Ashcroft established a consulting and lobbying firm, the Ashcroft Group in

another former aide Juleanna Glover Weiss when founding the firm.9

The creation of the Ashcroft Group, which specializes in homeland security contracting,

coincided with an increase in companies seeking to lobby the government on domestic security
issues as well as the rise of the Department of Justice (DOJ) as a grantor of federal homeland
security contracts.10 A website associated with the Ashcroft Group states that the company has
been involved in $43 billion dollars worth of acquisition, antitrust and investment transactions.11

The Ashcroft Group’s lobbies and it enters into partnerships with other firms.

Clients Represented by Mr. Ashcroft

Mr. Ashcroft first personally registered to lobby on October 18, 2005.12 At the time Mr.
Ashcroft was the first Bush cabinet official to register as a lobbyist and it is believed, the first
former Attorney General to register to lobby.13

Oracle Corporation

Mr. Ashcroft’s first client was Oracle Corporation,14 at the time the world’s largest
software database company.15 At the time, Oracle was attempting to acquire another company
and Mr. Ashcroft was hired to assist with regulatory hurdles.16 While at DOJ, Mr. Ashcroft had
worked unsuccessfully to stop a previous Oracle acquisition on antitrust grounds.17
With Mr. Ashcroft advising the company, Oracle was able to complete the merger.18 DOJ
Assistant Attorney General for Antitrust, Thomas Barnett, approved the deal. Mr. Barnett had
been one of Mr. Ashcroft’s top lieutenants at DOJ.19 Even though Mr. Ashcroft was registered to
lobby for Oracle generally, under federal restrictions he was not allowed to lobby DOJ. He did,

however, offer the company strategic advice.20

VeriSign

In June 2006, Mr. Ashcroft registered to lobby for internet infrastructure company
VeriSign.21 That year, VeriSign spent over $440,000 lobbying congress in an effort to lift price
restrictions on the sale of internet dot-com addresses.22

The Ashcroft Group never registered to lobby DOJ on behalf of VeriSign,23 however an
in-house lobbyist for the company did lobby DOJ in the first half of 2006.24

Nanodetex

In early August 2006, Mr. Ashcroft registered to lobby for Nanodetex Corporation.25
Nanodetex makes technology that detects airborne pathogens and liquid explosives.26 An
amendment to the lobbying registration, filed the same day as the original registration, removed
Mr. Ashcroft from the list of lobbyists representing Nanodetex.27

According to documents obtained through the Senate Office of Public Records,


Nanodetex has not retained any lobbyists who lobby DOJ.28

National Association of Broadcasters (NAB)

In March 2007, Mr. Ashcroft registered to lobby for the National Association of
Broadcasters.29 Over next year, the Ashcroft Group lobbied Congress30 and DOJ on antitrust
issues for NAB.31 Specifically, Mr. Ashcroft worked to stop a merger between Sirius Radio and
XM Radio.32

The Ashcroft Group was registered to lobby DOJ for NAB from the second half of 2007
through at least June 30, 2008, with Mr. Ashcroft personally lobbying the department through
the first quarter of 2008.33

IntelSat

On June 25, 2007, Mr. Ashcroft registered to lobby for IntelSat, a satellite technology
firm,34 on “satellite technology.”35 IntelSat procured over $1 million dollars in federal contracts
in Fiscal Year 2007.36 Forms did not indicate that Mr. Ashcroft, or any other lobbyist affiliated
with IntelSat, had lobbied the Justice Department.37

Clients Represented by the Ashcroft Group but not by Mr. Ashcroft personally

By the summer of 2006, the Ashcroft Group had signed at least 30 lobbying clients.38
The majority were companies involved in the growing homeland security industry,39 clients
including Dulles Research, General Dynamics and DRS Technologies.40 The Ashcroft Group
also lobbied for groups outside of the national security and homeland realm, including the
American Institute of Certified Public Accountants, eBay and the Council on State Taxation.41

AT&T

The Ashcroft Group first filed to lobby for AT&T on May 8, 2006.42 At the time, AT&T
was involved in the heated debate over telecom immunity for warrentless wiretapping.43 Mr.
Ashcroft co-signed a letter with three colleagues to support the telecommunication industry’s
position in favor of immunity for their participation in the wiretapping program.44 Nevertheless,
Mr. Ashcroft never registered to lobby for AT&T.45

The Ashcroft Group has not registered to lobby DOJ for AT&T.46

Mittal Steel

In June of 2006, The Ashcroft Group signed on to help Rotterdam and London-based
Mittal Steel through what Mr. Ashcroft described as, “not a garden variety, run-of-the-mill
business merger.”47 Part of the deal was thought to require Justice Department antitrust

approval.48

The Ashcroft Group officially registered to lobby for Mittal on July 5, 2006.49 Though
Mr. Ashcroft was not named as a lobbyist,50 and no one at his firm has reported lobbying DOJ
for the company.51

eBay

The Ashcroft Group signed on to lobby for eBay in 2006.52 At the time, eBay was
embroiled in a lawsuit that had worked its way to the U.S. Supreme Court.53 eBay specifically
hired Juleanna Glover Weiss, who handled Mr. Ashcroft’s communications when he served as a
U.S. Senator, to help the company with communications related to the case and general patent
issues.54 Ms. Weiss lobbied DOJ for eBay in the first half of 2006.55

Israel Aircraft Industries International

In late 2005, the Ashcroft Group was hired by Israel Aircraft Industries International
(IAI) to lobby on its behalf.56 IAI was attempting to re-sell American military technology in the
form of a radar system to South Korea but needed approval from several U.S. government
agencies.57 The Ashcroft Group represented IAI in front of the House of Representatives, Senate,
State Department, Department of Commerce, Department of Transportation, DHS and the White

Other Companies

The Ashcroft Group registered to lobby for Alanco Technologies, Appricity,


Choicepoint, Exegy, LTU Technologies, Liberty Healthcare, and the Remi Group in front of
DOJ. 59

The Ashcroft Group represented the Council on State Taxation, DRS Technologies,
DSNR, General Dynamics Corporation, MLU, RJI Capital, SPADAC, Inc., and Trafficland,
Inc., in front of other federal agencies.60

Partnerships

Mr. Ashcroft or the Ashcroft Group have acquired equity stakes in numerous private
companies, counting on a future gain should they go public.61 The Ashcroft Group is secretive
about these deals but had equity stakes in at least eight companies by 2006.62 In certain
circumstances, the Ashcroft Group also serves as the client company’s registered federal

lobbyist.63 Mr. Ashcroft has sometime taken a seat on the company’s board.64

The Ashcroft Group and its partner companies do not always announce their deals. The
list that follows is a partial accounting of all the Ashcroft Group’s business dealings.

Dulles Research

In July of 2006, the Ashcroft Group announced it had acquired an equity position in
Dulles Research, a homeland security and counter terrorism firm.65 Mr. Ashcroft also assumed a
place on the company’s advisory board.66 In announcing the deal, Ashcroft Group officials
praised technologies developed by Dulles and touted their application for businesses and
governments.67

The Ashcroft Group had previously registered to lobby for Dulles before the Justice
Department, but Mr. Ashcroft was not named as a lobbyist.68

BioSolutions

In December of 2006, The Ashcroft Group teamed with biodiesel company, Bio-
Solutions.69 Bio-Solutions hoped the deal would aid it in developing and marketing its products
to government entities.70

Bio-Solutions does not appear to have secured any federal contracts since at least 2000
and does not appear to employ a registered federal lobbyist.71

Ceelox

Technology and security firm, Ceelox formed an alliance with the Ashcroft Group in
June 2007.72 The agreement gave Mr. Ashcroft a seat on the company’s advisory board and the
Ashcroft Group an equity stake.73 Neither firm, however, has released financial details.74 Ceelox
hoped that Mr. Ashcroft would give the company “a degree of credibility” and “provide some
introductions and entrees to larger companies and government agencies.”75

Ceelox retained the Ashcroft Group to lobby DOJ on homeland security risk assessment,
but Mr. Ashcroft was not listed on registration forms.76

AshcroftCEA

The Ashcroft Group and Communications Equity Associates, an investment bank and
private equity firm focusing on global media and entertainment, created an alliance which
birthed AshcroftCEA in late 2007.77 The new company, in which Mr. Ashcroft has an untitled
“leadership” position,78 is essentially a strategic business consulting firm, focusing on global
security issues.79 AshcroftCEA also attempted to gain a foothold in the growing homeland
security market, planning to acquire a “platform company” that would seek out government
contracts.80 AshcroftCEA has not yet announced the acquisition of a “platform company,” nor
does it appear to have any federal contracts.81

DOJ Contract

In September 2007, five orthopedic companies avoided federal prosecution in a doctor


kickback scheme by agreeing to a deal with U.S. Attorney Christopher Christie to adopt stricter
business practices and undergo at least 18 months of federal monitoring.82 To monitor one of the
companies in the settlement, Zimmer Holdings of Indiana, Mr. Christie selected his former boss,
Mr. Ashcroft.83 The contract, which was not competitively awarded, stood to earn the Ashcroft
Group up to $52 million over 18 months.84

At the time the contract was awarded, DOJ was greatly increasing the number of
“deferred-prosecution” deals.85 Although such deals are usually secret, Zimmer Holdings
decided to disclose the arrangement because of the large amount of money being exchanged.86
When details came to light the press attention prompted a review of how these deals are handled
at the Justice Department.87

On March 12, 2008, the day before a congressional hearing was held the Justice
Department released oversight requirements on U.S. Attorneys handing out such deals.88 At the
hearing itself, Mr. Ashcroft was criticized for being party to what “appeared to be a backroom,
sweetheart deal,” according to Congresswoman Loretta Sanchez.89

Andrew Card, Former White House Chief of Staff

Andrew Card was appointed to be President Bush’s Chief of Staff on November 26,
2000, and served in that capacity until April 14, 2006,1 resigning at a time when the president’s
approval ratings were falling.2 After leaving office Mr. Card became a director for Union Pacific
Railroad and a senior advisor with Fleishman-Hillard.

Union Pacific Railroad

On July 27, 2006, Union Pacific Railroad announced that Mr. Card had been elected to
its Board of Directors.3 He sits on the Board’s Audit and Finance Committees.4 In the roughly
two and-a-half years before Mr. Card joined Union Pacific, the company had not lobbied the
White House,5 but after Mr. Card joined the company, it resumed lobbying the White House.6

Fleishman-Hillard

In late 2007, Mr. Card joined Fleishman-Hillard as a senior counselor to serve on its
international advisory board.7 Fleishman-Hillard provides strategic counsel to clients in addition
to writing op-ed pieces, participating in meetings with clients and serving as guest speakers at
client events.8

Don Evans, Former Secretary of Commerce

Don Evans served as Secretary of Commerce from January 20, 20011 to February 7,
2005.2 Mr. Evans was known as a low profile member of the cabinet who is one of President
Bush’s closest friends.3

Bush Presidential Library Search

Following President Bush’s reelection, Mr. Evans was picked to head the team tasked
with finding a suitable location for the president’s library.4 In February 2008, Southern
Methodist University was formally selected the location and Mr. Evans became the Chairman of
the George W. Bush Presidential Library Foundation.5

Financial Services Forum

Mr. Evans became the CEO of The Financial Service Forum, a “a non-partisan financial
and economic policy organization,”6 on May 3, 2005.7 The Financial Service Forum is
composed of the CEOs of large financial institutions,8 including the heads of Bank of America,
AIG, Citi, and HSBC.9

While at the Forum, Mr. Evans worked to further the organization’s stated goal of
ensuring open and competitive financial markets.10 He met with elected officials, academics and
members of the Bush administration to discuss competition11 and he advocated for lower taxes
on working Americans.12 Overseas, Mr. Evans worked to try and open up Chinese financial
markets for foreign investment.13 Although the Forum employed lobbyists, Mr. Evans was not
registered to lobby.14

Mr. Evans left the Forum on January 11, 2008 to spend time with his family and to
pursue business opportunities in Texas.15

Before Mr. Evans became CEO of The Financial Services Forum, the organization had
not lobbied the Department of Commerce.16 Only after the former-Secretary joined the
organization, did it lobby Mr. Evans’ former agency.17

President’s Foreign Intelligence Advisory Board

On October 27, 2005, President Bush announced his intention to appoint Mr. Evans to a
two-year term on the President’s Foreign Intelligence Advisory Board.18 As a member of the
board, Mr. Evans had access to intelligence and advised the President on a variety of intelligence

TXU Energy and Energy Future Holdings

On May 31, 2007, it was announced that Mr. Evans would become the Non-Executive
Chairman of Dallas-based electric utility TXU Energy.20 He is also considered the Non-
Executive Chairman of Energy Future Holdings, a holding company that owns TXU.21 The
company is the largest non-regulated retail electric provider in Texas.22 It has more than 2
million customers, using nuclear and fossil fuel plants to generate power.23

While TXU and Energy Future Holdings have employed lobbyists,24 documents obtained
through the Senate Office of Public Records did not indicate any had registered to lobby the
political appointees at the Department of Commerce since Mr. Evans joined the company.25

Alberto Gonzales, Former Attorney General

Alberto Gonzales served as the Attorney General from February 3, 20051 until September
17, 2007.2 His tenure was steeped in controversy and he left following the scandal resulting
from his role in the dismissal of nine U.S. Attorneys.3

Speaking Engagements

Mr. Gonzales charges fees for speaking to colleges and private business groups.4
Colleges including Washington University in St. Louis, Ohio State University and the University
of Florida have paid him around $30,000 plus expenses for appearances.5

Patent Case

On June 6, 2008, it was announced the Mr. Gonzales would assist former U.S. District
Judge Layn R. Phillips on a patent case.6 The Reagan-appointed judge was overseeing
settlement talks between DataTreasury Corp. and banks such as Wells Fargo & Co., Citibank and
Bank of America Corp.7 DataTreasury alleges the banks have been violating its patents for
taking and transmitting digital images of checks.8

Mel Martinez served as Secretary of Housing and Urban Development from January 24,
2001 until December 12, 2003.2 He resigned to campaign for U.S. Senate.3

In 2004, Mr. Martinez was elected to the U.S. Senate from the state of Florida.4 In
January 2007, he was picked by President Bush to become chairman of the Republican National
Committee.5 He resigned from that post less than ten months later.6 Senator Martinez has
announced he will not run for re-election in 2010.7

Norm Mineta, Former Secretary of Transportation

Norm Mineta served as Secretary of Transportation from January 25, 2001 to July 7,
1
2006. Mr. Mineta’s led the agency through the aftermath of the terrorist attacks on September.
11, 2001 and created the Transportation Security Administration (TSA).2

Hill and Knowlton, Inc.

On July 24, 2006, two weeks after leaving his cabinet position, Mr. Mineta joined the
public relations and lobbying firm of Hill & Knowlton, Inc.3 As vice chairman, Mr. Mineta’s job
is to “provide counsel and strategic advice” on business and political issues for the firm’s
clients.4

On behalf of Hill & Knowlton, Mr. Mineta lobbied for the European Aeronautic Defense
and Space Company North America, Inc. (EADS).5 Forms filed with the Senate Office of Public
Records show the former transportation secretary registered to lobby for the defense contractor6
just one week after it had replaced Boeing on a $35 billion contract to update the Air Force’s
aerial refueling tanker fleet.7 EADS replacement of Boeing sparked outrage among those on the
Hill opposed to a foreign firm holding the contract.8 According to lobbying forms, Mr. Mineta
was specifically assigned to lobby on Air Force tanker procurement for EADS.9 On June 18,
2008, the Government Accountability Office dealt EADS a blow by upholding a Boeing

AECOM Technology Corporation

Capitalizing on his experience at the Department of Transportation, Mr. Mineta became


an independent director on AECOM Technology Corporation’s board on June 11, 2007.11 The
company “provides planning, consulting, and construction management services for civil and
infrastructure construction” on airports and highways.12 As a member of the Board of Directors,
Mr. Mineta helps monitor overall corporate performance and establish the strategic direction of
the company.13

Carolina Linkages

In August 2006, Mr. Mineta joined the advisory board of the transportation and logistics
company, Carolina Linkages.14 At the time the company was planning a barge and rail link from
the Port of Charleston in South Carolina to an new inland facility.15

United States Investigations Services

Information and security services company Unites States Investigations Services (USIS)
elected Mr. Mineta to it’s board of directors on November 16, 2007.16 It is the largest provider
of security investigations for federal government.17

Horizon Lines

On January 1, 2008, Mr. Mineta joined the board of directors of shipping company
Horizon Lines.18 The company “transports cargo such as building materials, consumer goods,
and food to and from the continental US and Alaska, Hawaii, Guam, and Puerto Rico.”19

While Mr. Mineta was at Horizon Lines, the company continued to lobby the Department
of Transportation.20 According to lobbying disclosure forms, since Mr. Mineta joined Horizon
Lines, the company has registered to lobby the Department of Transportation on “vessel speed
limits.”21

Credit Suisse

On April 29, 2008, Mr. Mineta was named senior advisor to Credit Suisse, a Switzerland-
based bank dealing in asset management and investment banking.22 As senior advisor, Mr.
Mineta works closely with Markus Pressdee, head of infrastructure in the Investment Banking
Department, advising clients on infrastructure and transportation projects and transactions.23

While Credit Suisse has employed lobbyists,24 documents obtained through the Senate
Office of Public Records do not indicate any had registered to lobby political appointees at the
Department of Transportation since Mr. Mineta joined the company.25

SJW Corporation announced Mr. Mineta joined the board of directors as an independent
director on April 30, 2008.26 SJW supplies water to about 1 million people in San Jose and other
cities in California’s Santa Clara County it also contracts to operate municipal water systems.27
As an independent director, Mr. Mineta helped direct company decisions and is compensated for
his work.28

Jim Nicholson, Former Secretary of Veterans Affairs

Jim Nicholson served as Secretary Veterans Affairs from January 26, 20051 until October
1, 2007.2 He resigned seven months after the Washington Post revealed wounded soldiers
returning from Iraq and Afghanistan were being neglected by Walter Reed Army Medical
Center.3 Mr. Nicholson’s tenure was also marked by the largest data breach in the federal
government's history.4

Brownstein Hyatt Farber Schreck, LLP

On February 1, 2008, four months after leaving the Bush administration, Mr. Nicholson
joined the Denver-based law firm Brownstein Hyatt Farber Schreck, LLP as senior counsel.5 His
areas of focus include: public policy, health care, international law, state and federal regulatory
law, real estate, oil and gas, and alternative energy.6 He is also involved in client development.7

While Brownstien Hyatt has employed lobbyists,8 documents obtained through the
Senate Office of Public Records did not indicate any had registered to lobby the Department of
Veterans Affairs since Mr. Nicholson was hired.9

Federated Investors, Inc.

On January 1, 2008, Mr. Nicholson was added to the board of trustees for the Federated
Premier Municipal Income Fund (NYSE: FMN) and the Federated Premier Intermediate
Municipal Income Fund (NYSE: FPT), both investment funds managed by Federated Investors,

Gale Norton, Former Secretary of the Interior

Gale Norton served as Secretary of the Interior from January 31, 20011 to March 31,
2006.2 Ms. Norton won praise from the business community but was condemned by
environmentalists for her policies, which included aggressively promoting greater domestic oil
and gas drilling on federal lands.3 She resigned amid a federal investigation into her former
deputy’s ties to Jack Abramoff and the disgraced lobbyist’s ties to a non-profit funded by Ms.
Norton.4

Royal Dutch Shell

Nine months after Ms. Norton resigned her post at the Interior Department, she joined a
division of energy company, Royal Dutch Shell as general counsel.5 Ms. Norton is responsible
for providing and coordinating legal services for Shell’s unconventional-resources unit, a
division that develops and tests shale oil technologies on federal land.6 The technology designed
to extract oil from shale,7 requires multiple environmental permits to begin commercial
production.8

On December 15, 2006, Shell and two other oil companies received 10-year leases from
the Interior Department to test their shale oil technology on federal lands in Colorado.9

Paul O’Neill, Former Secretary of the Treasury

Paul O’Neill served as Secretary of the Treasury from January 30, 20011 until December
31, 2002.2 The former Secretary often clashed with the White House and congressional
Republicans by publicly opposing some of President Bush’s tax cuts.3 Mr. O’Neill was told to
resign by Vice President Dick Cheney as part of a 2002 shake-up of the president’s economic
team.4

Healthcare

Since leaving the Bush administration, Mr. O’Neill has used his influence to bring the
financial power of former business associates to bear on causes he champions, especially health
care.5 The former secretary first worked on healthcare while serving Presidents Johnson, Nixon
and Ford.6 Prior to joining the Bush cabinet, Mr. O’Neill had worked on reducing medical error
and shifting the monetary incentives of healthcare.7

RAND Corporation

Mr. O’Neill returned to the board of trustees of the RAND Corporation on January 27,
2003. He had previously served on the board from 1988 to 2001, including a stint as chairman.9

In 2006, RAND published “The First National Report Card on Quality of Health Care in
America,” which concluded that regardless of race, gender, or financial status, everyone in the
U.S. was at risk of receiving about half of their recommended health care.13 The report echoed
calls for large-scale, system-wide changes previously championed by Mr. O’Neill.14

Pittsburgh Healthcare

In February 2003, Mr. O’Neill joined the board of directors of the University of
Pittsburgh Medical Center (UPMC),17 the region’s largest healthcare provider.18

On October 28th, he rejoined the Pittsburgh Regional Healthcare Initiative (PRHI),19 a


local consortium of medical, business and civic leaders dedicated to improving healthcare

quality and safety,20 which he had co-founded in 1997.21 Returning as CEO of PRHI,22 he
pushed for UPMC to adopt a plan to identify medication errors caused by illegible handwriting.23

In September 2004, after UPMC refused to implement the plan, Mr. O’Neill resigned
from its board.24 “The fact that the leading academic medical center in this part of the world
wouldn’t make a public declaration that it was going to identify medication errors... makes it
difficult to say that the Pittsburgh Regional Healthcare Initiative is really regional,” O'Neill
said.25

While UPMC did employ lobbyists while Mr. O’Neill served on its Board,26 documents
obtained through the Senate Office of Public Records did not indicate any had registered to
lobby the Treasury Department.27

Value Capture

In late 2004, Mr. O’Neill resigned as CEO of PRHI.28 That same month, the former
treasury secretary turned to the private sector to advocate for health care, founding the for-profit
company Value Capture.29 According to Mr. O’Neill, the company works with hospitals to
eliminate in-hospital infections and to eliminate medication errors.30 The decision to start the
company grew out of his frustration with the lackluster support his ideas were receiving at
UPMC.31

Mr. O’Neill served as the non-executive chairman of the company and his son, Paul, Jr.,
is the managing director.32 The firm’s first client was Wellmont Health System in Kingsport,
Tennessee.33 Currently, the only clients listed on the company’s website are New England

National Quality Forum

Mr. O’Neill serves on the board of the National Quality Forum (NQF).35 NQF is a non-
profit membership organization working on health care quality measurement and reporting.36

Eastman Kodak

Mr. O’Neill rejoined the Eastman Kodak board of directors on February 18, 2003,37 a
position he held before he became the Secretary of the Treasury.38

According to Kodak corporate governance policies, directors “actively oversee the


effectiveness of management’s policies and decisions, including the execution of its strategies,
towards the goal of maximizing the Company’s long-term value for the benefit of its
shareholders.”39 In compensation, directors receive $80,000 a year plus stock options and a life
insurance policy that can be worth up to $100,000.40

Since Mr. O’Neill rejoined Kodak’s board, the company has continued to lobby the

The Blackstone Group

Capitalizing on his experience at the Department of the Treasury, Mr. O’Neill joined the
Blackstone Group on March 10, 2003 as a special advisor and advisory board member.43
Blackstone is a major private equity and investment firm that made more than $3 billion in sales
in 2007 and owns stakes in more than forty companies.44 As a senior advisor, Mr. O’Neill has
been “advising the firm’s private equity funds’ portfolio companies on operational and related
issues, and assisting the firm in analyzing potential private equity investment opportunities.”45

Before Mr. O’Neill joined Blackstone, the company had not lobbied the Department of the
Treasury.46 Only after the former-Secretary joined the organization, did it lobby the agency.47
According to lobbying disclosure forms, since Mr. O’Neill joined Blackstone, the company has
registered to lobby the Department of the Treasury about private equity, taxes, pensions, the 2008
economic stimulus package, government appropriations and renewable energy.48

TRW Automotive

On August 1, 2003, Mr. O’Neill joined the board of directors of automotive supply

company TRW Automotive.49 TRW provides car parts such as brake, steering, suspension, and
security systems for companies such as Ford, Volkswagen, and General Motors.50 The
Blackstone Group bought TRW in 2003 and held 46 percent stake in the company in 2007.51

Public Records did not indicate any had registered to lobby the Treasury Department since Mr.
O’Neill joined the company.53

Qcept Technologies

In May 2004, Qcept Technologies announced Mr. O’Neill had joined its board of
directors.54 The company sells tools that examine semiconductors for non-visual defects such as
chemical contamination and micro-scratches.55 Mr. O’Neill joined the board after he personally
invested in the company.56 Since then, Qcept has continued to raise money through venture
capital investments to meet the growing demand for non-visual defect detection instruments.57

In early 2004, the Blackstone Group bought the German chemicals group Celanese.58
Celanese manufactures building block chemicals such as acetic acid “used in everything from
paints to inks to agricultural products and chewing gum.”59 At the time, it was the country’s
largest-ever public-to-private buyout at $3.8 billion.60

Mr. O’Neill joined the board of directors of Celanese Corporation in December 2004.61
As a board member, Mr. O’Neill reviews and approves the corporate philosophy, mission,
strategic and business plans, and ethical guidelines.62 Directors are compensated $85,000
annually.63

Nalco Holding Corporation

Mr. O’Neill joined the board of another Blackstone investment, the water-treatment
company, Nalco Holding Corporation, in 2005.66 Blackstone, along with two other companies,
bought Nalco in September 2003,67 then raked in a 160% gain on its investment after publicly
selling Nalco shares over the next four years.68 Mr. O’Neill joined the Nalco board as the

The Price of Loyalty

Mr. O’Neill made headlines in January 2004, following the release of The Price of
Loyalty: George W. Bush, the White House, and the Education of Paul O’Neill by former Wall
Street reporter Ron Suskind.73 In the book, Mr. O’Neill describes President Bush as “a blind man
in a roomful of deaf people.”74 He also alleged the President was eager to remove Saddam
Hussein from power in Iraq from the first days of the administration.75

Mr. O’Neill requested and received over 19,000 treasury documents after his resignation
from the Treasury,76 which he turned over to Mr. Suskind as research for his book.77 The
Treasury Department’s inspector general’s office launched an investigation following the book’s
release, examining whether Mr. O’Neill broke the law by releasing classified treasury
documents.78 Results of the investigation released in March 2004 found 140 of the 19,000
documents had not been marked classified, even though they contained national security or
sensitive information.79 No federal laws had been broken but the treasury determined it needed to

Gilda’s Club

Using the popularity of the book, Mr. O’Neill helped raise money for the Gilda’s Club of
Western Pennsylvania, a branch of the cancer support center named after comedian Gilda Ratner
who died of ovarian cancer in 1989.81 The “Conversations with Paul O’Neill Evenings” series
featured Mr. Suskind,82 former CIA Director George Tenet,83 and NPR Senior News Analyst
Cokie Roberts.84 On May 14, 2008, the Alcoa Foundation, the non-profit arm of the corporation
of which Mr. O’Neill was chairman and CEO from 1987 to 1999, announced it would sponsor the
series for five years.85 Mr. O’Neills’s wife Nancy sat on the Gilda’s Club Board.86

Dr. Rod Paige, Former Secretary of Education

Dr. Rod Paige served as Secretary of Education from January 20, 20011 until January 20,
2005.2 Dr. Paige’s tenure was marked by his support of the No Child Left Behind Act of 2001
and the launch of the first federally supported school voucher program.3

Woodrow Wilson International Center for Scholars

Immediately after leaving the Department of Education, Dr. Paige accepted a six-month
position at the Woodrow Wilson International Center for Scholars to work on a project entitled
“The Academic Achievement Gap.”4 There, he researched the academic performance gap
between African-American and Caucasian school-aged children in the United States.5

Thomas B. Fordham Foundation

In April 2005, Dr. Paige augmented his research on the achievement gap by joining the
Thomas B. Fordham Foundation as a member of the board of trustees.6 The foundation works to
“close America’s most vexing achievement gaps by raising standards, strengthening
accountability and expanding the quality of education options for children.”7

Chartwell Education Group

In September 2005, Dr. Paige co-founded Chartwell Education Group with his former
aides at the US Department of Education.8 The New York-based company provides education-

News Corporation

On June 29, 2006, Dr. Paige joined the board of directors of the media conglomerate
News Corporation.11 The film, television and publishing company owns FOX Filmed
Entertainment and the FOX Broadcasting network.12 As a director, Dr. Paige’s job was to help
oversee the company, establish corporate policy and set the strategic direction of the company.13

Dr. Paige resigned from the board of directors on February 12, 2008.14 He continues to
work with News Corp. as a consultant, advising the company on educational issues.15

On June 14, 2006, The National Center on Education and the Economy announced that it
had re-established the Commission on the Skills of the American Workforce and named Dr.

Tough Times,” which recommends advancing children to college after 10th grade, managing
public schools with independent contractors, and only funding schools that succeed in improving
the performance of their students.17

Broad Foundation

On March 21, 2007, Dr. Paige was named to the board of governors of the Broad
Foundation.18 The foundation’s educational goal is to “dramatically improve K-12 urban public
education through better governance, management, labor relations and competition.”19 As a
board member, Dr. Paige was to advise the foundation on its philanthropic investments in the
education arena.20 During Dr. Paige’s tenure as Secretary of the Department of Education, the
Broad Foundation receives $2.35 million in grants from the department.21

As part of his work for the Broad Foundation, Dr. Paige served on the selection
committee awarding the Broad Prizes for Urban Education, which are collectively worth one

that teachers’ unions block education reform, and that the decline in the American education
system parallels a rise in the influence of teachers’ unions.24 The book’s thesis harkens back to
remarks he made as Secretary of Education, when he called the National Education Association a
“terrorist organization.”25

Randy Best

After leaving President Bush’s cabinet, Dr. Paige involved himself with the companies of
Texas education entrepreneur, and pledged Bush “Pioneer,” Randy Best.26 Mr. Best has a
history of attracting education officials from the public sector and key advisors to President Bush
to his payroll and has a reputation of cultivating political connections.27

In 1994, Mr. Best founded his first education company, Voyager Expanding Learning,
which would later go on to develop and sell pre-packaged sets of reading materials for public
schools.28 The scripted approach of its curriculum proved controversial in some education
circles.29

At the Department of Education, Dr. Paige helped create, and later enforced provisions of
the No Child Left Behind Act. Included in this act was the Reading First initiative, a $1 billion-
a-year program designed to teach students to read.30 Officials urged states to use Voyager
materials to implement the program.31 The education department paid Voyager over $1.36

Reading First contracts were awarded.33 The results of the investigation are still pending and
Congress has refused further funding for the program in FY 2009.34

Since leaving the Bush administration, Dr. Paige has become a senior advisor to four of
Mr. Best’s education related companies, including the American College of Education,35 Higher
Ed Holdings, LLC,36 Whitney International University System37 and Westmark Systems.38

Young Learners School

Rob Portman served as United States Trade Representative (USTR) from May 17, 20051
to June 2, 2006,2 and as Director of the Office of Management and Budget from June 2, 20063

In March 2008, Mr. Portman joined the advisory board of Ohio State University’s John
Glenn School of Public Affairs,11 where he co-taught a public budgeting class in the 2008 spring
semester.12

General Colin Powell, Former Secretary of State

General Colin Powell served as Secretary of State from January 20, 2001 until January
26, 2005.1 Since resigning Gen. Powell has moved to the private sector, performing
entrepreneurial consulting, and working in the information technology and health care industries.
Additionally, Gen. Powell is involved in non-profit organizations and he recently joined the

Revolution Health Group

After leaving the administration in January 2005,2 Gen. Powell became a founding

Gen. Powell has been on the Board of Directors of the Council on Foreign Relations
since 1986.13

Colin Powell Center for Policy Studies

Gen. Powell founded the Colin Powell Center for Policy Studies in 1997 and serves as
the Center’s advisory council chair and distinguished scholar.14 The center, which is run in
conjunction with The City College of New York, hopes to “develop a new generation”of
individuals interested in public policy and civic-minded leadership.15 It provides fellowships and
scholarships to students and develops programs and focusing on Harlem, the United States and
the international community.16

America’s Promise Alliance and the Urban Ventures Leadership Foundation

Gen. Powell is a founding member of America’s Promise Alliance.17 His wife, Alma,

currently partners with more than 105 organizations and businesses.19

In 2000, the organization teamed with the Urban Ventures Leadership Foundation to
build the Colin Powell Youth Leadership Center in Minneapolis.20 The project was a “result of
Powell’s contact with Art Erickson, president and CEO of Urban Ventures Leadership
Foundation, who approached Powell [in 1997] with the idea for the school.”21 The Center
expects to help 25,000 children per year and house seven different career and character-building
programs.22 In 2004, Urban Ventures lobbied the House and Senate for a grant to build the
160,000 square foot center.23 It opened its doors on October 4, 2007.24

Lecture Circuit

Since resigning, Gen. Powell has joined the lecture circuit, speaking at universities
across the country discussing his time as a solider and as Secretary of State.25 Gen. Powell also
tours with “Get Motivated!,” a motivational lecture series for business professionals and

Anthony Principi, Former Secretary of Veterans Affairs

Anthony Principi served as Secretary of Veterans Affairs from January 23, 2001 until
January 2005.1 Since his resignation, Mr. Principi has been elected to sit on the corporate boards
of Pfizer, QTC Management, Mutual of Omaha and Perot Systems Corporation.

Pfizer

After resigning from the Department of Veterans Affairs (VA), Mr. Principi became a
vice president at the pharmaceutical company, Pfizer.2 Just four months later, in May of 2005,
Mr. Principi resigned and assumed the position of chairman of the Base Realignment and
Closure Commission, a government organization responsible for reviewing the Pentagon’s base
closing and consolidation list.3

On March 25, 2006, Mr. Principi returned to Pfizer as vice president of government
relations,4 a position that required him to lobby Congress and the VA.5 Mr. Principi lobbied on a
host of health care related issues, including mental health and drug risk assessment, as well as on
managerial issues concerning corporate accountability and government compliance.6

In 2007, Pfizer spent $13.8 million lobbying.7 According to the Center for Public
Integrity, that year the pharmaceutical industry was successful at “getting two controversial laws
extended and thwarting congressional efforts to restrict media ads for prescription drugs.”8 The
industry managed to stop the importation of inexpensive drugs from other countries, protect

pharmaceutical patents and expand access to international markets.9

QTC Management

QTC Management is the largest private provider of government contracted health


services and is responsible for evaluating veterans’ eligibility for VA benefits.10 Prior to his
appointment at the VA, Mr. Principi was the head of QTC Management.11 Mr. Principi’s
successor at the VA, retired General James Peake, was also an executive at QTC Management
before moving to the VA.12 Upon resigning from the VA, Mr. Principi became QTC
Management’s chairman of board of directors.13 On March 29, 2008 the Los Angeles Times
revealed that QTC Management was paid $267 million--$6 million more than was authorized--
during Mr. Principi’s and Gen. Peake’s tenures at the VA.14 Mr. Principi denied engaging in any
misguided or unethical activities as secretary and QTC Management has agreed to payback $3
million.15

While Mr. Principi was at QTC Management, the firm continued to lobby the VA.16
According to lobbying disclosure forms, since Mr. Principi re-joined QTC, the company has
lobbied the VA on issues related to disability exam software, military medical and dental
readiness, and occupational health services.17

Mutual of Omaha

In May 2005, Mr. Principi became a director at Mutual of Omaha, an insurance and

financial institution based in Nebraska.18 Mr. Principi is not a registered lobbyist for Mutual of
Omaha; however, in 2007, the company spent $1.2 million lobbying on issues including: taxes,
patent legislation, consumer privacy, Medicare benefits, long term health insurance, terrorism
insurance and mental health insurance.19 Lobbying disclosure forms also indicate the company
contacted Congress regarding Mental Health Parity Act of 2007, which included an amendment
to improve mental health care for troops.20 Documents obtained through the Senate Office of
Public Records do not indicate any Mutual of Omaha lobbyist has registered to lobby the VA
directly.21

Perot Systems Corporation

On December 14, 2005, Mr. Principi was elected to the board of Perot Systems
Corporation.22 The company, which offers public and private sector computer services,23 also
contracts with the federal government, including the Departments of Defense and Homeland
Security.24 The company and its subsidiaries have been awarded $964 million to provide the
government with IT services since Mr. Principi joined the board of directors.25
About one year before Mr. Principi joined Perot Systems, the company registered to

Tom Ridge, Former Secretary of Homeland Security

Tom Ridge served as the first Secretary of Homeland Security (DHS) between January
22, 20031 and February 1, 2005.2 Mr. Ridge is one of many Bush administration homeland
security officials now working for companies that sell products to the federal agency they helped
run.3

Corporate Work

Home Depot

In February 2005, Mr. Ridge joined the board of directors of home improvement retailer,
Home Depot Inc.4 It was reported that Mr. Ridge’s tenure with the retailer would end in May of
that year.5 While Home Depot has employed lobbyists,6 documents obtained through the Senate
Office of Public Records did not indicate any had registered to lobby DHS.7

Savi Technology

In April 2005, Mr. Ridge joined the corporate board of Savi Technology,8 a company that
makes radio frequency identification equipment (RFID).9 DHS promoted RFID while Mr. Ridge

million in contracts.12 Since he joined Savi’s board, the company has recieved at least $30.6
million in contracts from DHS.13 In 2006, another homeland security contractor, Lockheed
Martin bought Savi Technology.14 The purchase yielded the former secretary a stock windfall.15
Since Mr. Ridge joined Savi, the company continued to lobby DHS.16

Exelon Corporation

In May 2005, Mr. Ridge joined Exelon Corporation’s board of directors.17 Exelon is a
public utility holding company and Mr. Ridge serves on its energy delivery oversight
committee.18 Since Mr. Ridge joined Excelon, the company has continued to lobby DHS.19

Discover America Partnership

In late 2006, Discover America Partnership, a coalition of travel industry leaders, hired
Mr. Ridge to be a part of a multi-million dollar public advocacy campaign promoting opening
U.S. borders to businesses and tourists.32 The campaign promoted making the application for
visas overseas faster and simpler, speeding up the processing of international travelers entering
the U.S., and creating a plan to improve the image of the U.S. in certain countries.33 Assisting on
the public relations campaign, is Fleishman-Hillard.34 Mr. Ridge sits on Fleishman-Hillard’s
international advisory board.35 While the Discover America Partnership has employed lobbyists,

Abraxas Corporation

On March 27, 2007, Abraxas Corporation, a risk mitigation technology company based in
northern Virginia, announced Mr. Ridge had joined its board of advisors.37 Mr. Ridge had been
working with the company on a counterterrorism software application used to predict and
prevent terrorist attacks since July 2006.38 The software is named TrapWire.39

IDO Security

On September 10, 2007, IDO Security announced Mr. Ridge would be providing
consulting services for the company.40 IDO Security designs, develops, and markets security
screening devices.41 Mr. Ridge’s job is to help IDO Security push one of its products, MagShoe,
a security screening device that detects metallic objects concealed on, in, or around footwear, to
“markets in the United States and throughout the world.”42

Ridge Global

On October 1, 2007, Mr. Ridge officially launched Ridge Global, an international


consulting firm that focuses on global trade security, special event security, risk assessment, and
crisis management.43 The firm’s advisory committee includes several former members of the
Bush administration including: John Gordon, former homeland security adviser, Howard
Schmidt, former White House cyber security adviser, Barry McCaffrey, a international security
and terrorism analyst, and former Coast Guard commandant, Thomas Collins.44 Deloitte and
Touche signed on as a client with Ridge Global.45

million dollars worth of lobbying done on the behalf of the government of Albania.46 Mr. Ridge
represented Albania’s interests in matter of homeland security and NATO membership from
October 2006 though August 2007.47

The Hershey Company

In November 2007, Mr. Ridge joined candy-maker Hershey’s corporate board.48 While

TechRadium, Inc.

In January 2008, Mr. Ridge joined TechRadium, Inc. as a senior advisor.50 TechRadium
is security technology firm that provides mass alert notification systems.51 At the time Mr. Ridge
joined the company, it was marketing a system that sends emergency e-mail or voice mail
messages to a large number of people during an emergency.52 Before Mr. Ridge joined
TechRadium, the company had not lobbied the DHS.53 Since Mr. Ridge joined the organization,
however, it has lobbied the agency DHS.54

Carbon Motors

On April 28, 2008, Carbon Motors announced Tom Ridge joined the company’s board of
advisors “to help guide the development of the world’s first purpose-built vehicle for law

Mr. Ridge joined the international advisory board of Fleishman-Hillard.60 Mr. Ridge’s

Mr. Ridge sits on Homeland Security Television’s editorial advisory board.64 According

Buildings Named in Mr. Ridge’s Honor

Tom Ridge Environmental Center

In May 2006, the $31 million Tom Ridge Environmental Center at Presque Isle State
Park opened.72 The Center combines a museum, research laboratory and movie theater.73 Mr.
Ridge earmarked $25 million to the Center on his final day as Governor of Pennsylvania.74

Michele and Tom Ridge Health and Safety Building

In August 2006, the Michele and Tom Ridge Health and Safety Building was dedicated at
Mercyhurst College.75 The $5 million project came under scrutiny when it was linked to a
$96,000 no-bid contract the college had received from DHS under Mr. Ridge to provide training
for DHS intelligence officers.76 The college is in Mr. Ridge’s hometown of Erie, PA.77 Its board
of trustee’s chairwoman, Marlene Mosco is one of Mr. Ridge’s oldest friends and one of his top
political supporters.78 While Mercyhurst has employed lobbyists, documents obtained through
the Senate Office of Public Records do not indicate any have registered to lobby DHS.79

Donald Rumsfeld, Former Secretary of Defense

Donald Rumsfeld served as Secretary of Defense between January 20, 2001 and
December 18, 2006.1 Mr. Rumsfeld resigned due to widespread dissatisfaction with his handling
of the Iraq war.2

Memoirs

On April 15, 2008, Mr. Rumsfeld signed a book deal with Penguin to publish his
memoir.3 The book, which is scheduled for release in 2010, will cover the entirety of Mr.
Rumsfeld’s life, including his years in the private sector.4 It is also expected that Mr. Rumsfeld
will use this opportunity to justify his military strategy for the war in Iraq.5

The Rumsfeld Foundation

In July 2007, it was reported that Mr. Rumsfeld was in the process of setting up the
Rumsfeld Foundation, an organization dedicated to attracting students to public service.6
Proceeds from his memoir will go towards financing the foundation.7

Hoover Institution Fellowship

In September 2007, Mr. Rumsfeld was appointed a distinguished visiting fellow at the
Hoover Institution.8 Mr. Rumsfeld serves on a task force of scholars and experts that focus on

Marathon Oil Corporation

In late September 2006, Mr. Snow was elected to Marathon Oil’s board of directors.2
Since Mr. Snow joined Marathon Oil, the company continued to lobby the Department of the
Treasury.3 According to lobbying disclosure forms, the company has lobbied the Department of
the Treasury on financial issues involving foreign energy interest.4

Cerberus Capital Management

In October 2006, Mr. Snow was named chairman of Cerberus Capital Management.5 At
the time, the private equity firm managed $16.5 billion assets, generating roughly $45 billion in
annual revenue.6

In 2006, Cerberus acquired an 80 percent equity interest in Daimler-Chrysler.7


Subsequently, Mr. Snow argued against “severe boosts” in fuel economy standards and against
higher taxes for private equity firms.8

Since Mr. Snow joined Cerberus, the company has continued to lobby the Department of

the Treasury.9 Since he was named chairman, the company has lobbied on corporate average
fuel economy standards and automobile emissions.10 In 2008, Cerberus lobbied the Department
of the Treasury regarding home mortgages, bankruptcy law and regulation of industrial loan
companies.11 Cerberus hired Mr. Snow’s former lieutenant and general counsel of the Treasury
Department, Arnold I. Havens, to lobby for the company.12

Verizon Communications

Mr. Snow was elected to the Verizon board of directors effective on February 1, 2007.13
That year, the company spent roughly $14 million lobbying.14 Since Mr. Snow was at Verizon,
the company has continued to lobby the treasury department on a host of telecommunications
issues.15

Miller Center of Public Affairs at the University of Virginia

In August 2007, Mr. Snow was appointed Newman Visiting Fellow at the Miller Center
of Public Affairs at the University of Virginia.16 Mr. Snow’s role with the Center is to work with

Tommy Thompson, Former Secretary of Health & Human Services

Tommy Thompson served as Secretary of Health & Human Services (HHS) between
February 2, 2001 and January 26, 2005.1 Since leaving President Bush’s cabinet, Mr. Thompson
has “amassed a lucrative portfolio of high-level corporate positions.”2 Mr. Thompson
campaigned for the presidency but abandoned his bid after poor performance in the polls.3

Executive Positions

Deloitte & Touche

In March 2005,4 Mr. Thompson joined Deloitte & Touche as an independent senior
advisor with the Deloitte Center for Health Solutions to address current challenges to health
care.5 In the summer of 2006, Mr. Thompson worked with the firm to produce a Medicaid reform
proposal.6 Mr. Thompson reportedly said that he plans to gather political support for his proposal
by talking with individual governors and working with members of Congress to find “leaders
willing to turn his proposals into legislation.”7

Critics contended that his Medicaid proposal could benefit companies Mr. Thompson
works for including, Centene Corp., Deloitte & Touche, Akin Gump Strauss Hauer & Feld and
Verichip Corp.8 When Mr. Thompson announced his proposal he was serving on the board of

Logistics Health

On March 9, 2005, Mr. Thompson was named president of Logistics Health,16 a medical
readiness supplier, providing homeland security responders and military personnel with solutions
in emergency situations.17

reserve soldiers that ended in 2006.18

In June 2008, Logistics Health won an $11 million contract to monitor the medical
conditions of the 9/11 rescue workers.19 The company was to provide health screening and
assessments to roughly 4,000 people, yet services lagged for months.20 The company contended
the delays were the fault of the National Institute of Occupational Safety and Health,21 a sub
agency of HHS.22

Between January 2006 and August 2007, Mr. Thompson collected $240,000 in salary
from Logistics Health.23

Roughly two weeks before Mr. Thompson joined the company, Logistics Health first
reported lobbying HHS with the Senate Office of Public Records.24

While the company insists that Mr. Thompson has never contacted his former agency,
since Mr. Thompson has been with the company, its federal contracts have risen precipitously
from $19.9 million in 2003 to $104.8 million in 2007.25

As the Wisconsin State Journal noted, Logistics Health founder and chairman “Don
Weber has credited the company's recent growth to Thompson's connections in federal
government.”26 “Tommy really is able to get us in to see the right people, the decision makers,”
Mr. Weber told the La Crosse Tribune in September 2006.27 “If I were to go in a try to get a
meeting with some of the decision makers in these organizations, it would take me a lifetime,”

and August 2007, Mr. Thompson collected $1,148,421 in income from Akin Gump.31 Since Mr.
Thompson joined Akin Gump, the firm has continued to lobby HHS.32

TGT, LLC.

In March 2005, Mr. Thompson joined TGT, LLC as a Member.33 The company is located
in Madison, Wisconsin.34

Akcess Acquisition Group / Cherokee Investment Partners

Mr. Thompson is president of the Akcess Acquisition Group, a subsidiary of the holding
company Akcess Pacific Group.35 In October 2006, Cherokee Investments partnered with the
Akcess Acquisition Group to developed housing, a hotel and restaurants in Oshkosh, Wisconsin

regulatory affairs committee.41 The committee will assist Centene’s board of directors in
“identifying, evaluating, and monitoring legislative, political and regulatory trends and in
addressing public policy issues and concerns that affect or could affect Centene’s business

In June 2005, Mr. Thompson joined Careview Communications, LLC., as chairman of

movement within the patient’s room for the length of the patient’s stay.”53 In November 2007,
Careview was purchased by Ecogate, Inc., a corporation “primarily engaged in the business of

In July 2005, MDVIP Inc. announced Mr. Thompson was to serve as chairman of the
MDVIP committee on cost reduction through preventive healthcare.60 The company promotes
“concierge” medicine, where patients pay a fixed yearly fee to have greater access to doctors.61

C.R. Bard Inc.

In August, 2005, C.R. Bard Inc. announced Mr. Thompson had been elected to its board
of directors.62 C.R. Bard is multinational medical technology developer specializing in the
“fields of vascular, urology, oncology and surgical specialty products.”63 According to a
financial disclosure form Mr. Thompson filed during his presidential campaign, Mr. Thompson

In August 2005, Mr. Thompson joined Organ Transport Systems Inc. as a director.66 The
company is a medical device manufacturer that assists in the transportation of human organs for
transplants.67

Armada Media Corporation

In August 2005, Mr. Thompson joined Armada Media Corporation as board chairman.68
The company owns and operates radio stations in Wisconsin, Michigan, Nebraska and South
Dakota.69

In May 2006, it was reported Armada had struck a deal to buy six radio stations in
Aberdeen, South Dakota.,70 for which it was to pay $9.2 million.71 The initial deal, however,
stalled after Nick Hurtgen’s involvement in the deal was publicized.72 Mr Hurtgen, a former
political ally and close personal friend of Mr. Thompson, owned 12.5% of Aberdeen,73 and at the
time of the deal was under indictment for “seven counts of assisting in a kickback scheme so his
employer would receive the financing work for a hospital construction project in Illinois.”74 To
remove the obstacles posed by Mr. Hurtgen’s indictment, the remaining investors purchased Mr.

Chairman.100 The Constella Group provides professional health services.101 In May 2007, a
congressional subcommittee was formed to investigate possible conflicts of interest involving
medical research firms, including Constella.102 It was alleged that Constella had worked for
federal health regulators while also working for the drug companies the government was charged
with regulating.103

Beginning in 2006, the Constella Group began lobbying HHS through Akin Gump,104

Flambeau River Papers

recommendations.160 On January 20, 2006, Mr. Thompson earned a $10,000 honoraria from the
Aspen Institute.161

Health Care America

In April 2006, Health Care America was launched with Mr. Thompson on the group’s
advisory board.162 The group is funded in part by the pharmaceutical industry and was active in
countering claims made in the Michael Moore film, ‘Sicko.’163

Friends of New Orleans

In August 2006, Mr. Thompson joined the board of the non-profit Friends of New
Orleans.164

Coalition for a Stronger FDA

In September 2006, Mr. Thompson helped launch the non-profit, Coalition for a Stronger
FDA.165 According to official forms, Mr. Thompson has been co-chair of the Coalition since
February 2006.166 The organization, which promotes increased funding for the FDA, is registered
to lobby HHS, of which the FDA is a part.167

In July 2008, Mr. Thompson announced that he would be the new global ambassador for
the Global Network for Neglected Tropical Diseases, a “major program” of the Sabin Vaccine
Institute, focused on eliminating neglected tropical diseases.168

Riverwood Corporation

In 1994, Mr. Thompson became an investor in Riverwood Corporation,169 According to


the personal financial disclosure form filed during his presidential campaign, he owned between
$50,001 and $100,000 worth of the company’s stock.170

Other Enterprises

Washington Speaker’s Bureau

After leaving President Bush’s cabinet Mr. Thompson joined the lecture circuit. Between
January 2006 and August 2007, Mr. Thompson earned $540,000 in speaking fees from the
Washington Speaker’s Bureau.171 It also appears that he earned money from speaking
engagements booked out side of the agency. On January 12, 2006, Mr. Thompson received a
$2,000 honoraria from Managed Market Resources for a speech.172 On June 12, 2006, Mr.
Thompson earned a $25,000 honoraria from APIC for a speech.

Harvard

In the first year since leaving the Bush administration, Mr. Thompson, a visiting
professor at Harvard University, taught a half-credit, six session class on “Global Health
Diplomacy and Politics.”173

Racehorses

In May 2005, and again in August 2005, Mr. Thompson became a part-owner of two

Ann Veneman, Former Secretary of Agriculture

Ann Veneman served as Secretary of Agriculture between January 20, 20011 and January
21, 2005.2 Ms. Veneman, who was also the first woman to serve in the post, announced she
would be stepping down soon after the 2004 elections.3 Her term is noted for the passage of the
2002 Farm Bill.4

UNICEF

On January 18th, 2005, U.N. Secretary General Kofi Annan officially appointed Ms.
Veneman to be chief of UNICEF,5 a position she assumed on May 1, 2005.6

Other Boards and Associations

Ms. Veneman serves on the board of the anti-malaria group Malaria No More.7 In
addition she serves on the board of the non-partisan civic education group Close-Up.8 She is also
a member of the Council on Foreign Relations.9

Christine Todd Whitman, Former Administrator of the Environmental Protection Agency

Christine Todd Whitman served as Administrator of the Environmental Protection


Agency (EPA) between January 31, 20011 and June 27, 2003.2 Ms. Whitman has said that it was
Vice President Cheney’s insistence on easing air pollution controls that led her to resign.3 Since
her resignation, Ms. Whitman has participated on a number of corporate boards, started her own
consulting group, written a book, and started a political action committee.

TCAP Partners

In 2008, Ms. Whitman signed on to lobby on behalf of Citgo Petroleum.4 Working with
her former chief of staff, Ms. Whitman lobbied Gale Norton, Secretary of the Interior.5 She
continued on the Citgo lobbying project until June 2005.6

Whitman Strategy Group

At the end of 2004, Ms. Whitman founded The Whitman Strategy Group.7 The group
offers consulting services to businesses and government agencies on environmental policies,
international negotiations, homeland security, and emergency response issues.8

The Whitman Strategy Group has registered to lobby for at least 11 clients since its

inception.9 Of those, nine had the firm lobby the EPA on their behalf.10 Ms. Whitman personally
lobbied for only one company, FMC Corporation - a diversified chemical company.11 She
registered to lobby for FMC in February 2005, but she was no longer registered as the
company’s lobbyist when Whitman Strategy reported contacting the EPA later in the same
year.12

S.C. Johnson and Son, Inc.

In November of 2003, S.C. Johnson and Son, Inc. named Ms. Whitman to its board of
directors.13 The company, based in Wisconsin, manufactures personal care and household
cleaning supplies.14 In June 2006, S.C. Johnson and Son, Inc. was honored by the EPA for using
environmentally friendly chemicals in its products.15 While S.C. Johnson and Son, Inc. has
employed lobbyists,16 documents obtained through the Senate Office of Public Records do not
indicate that any have contacted the EPA since Ms. Whitman joined the company.17

Texas Instruments

In December of 2003, Texas Instruments announced that Ms. Whitman had been elected
to its board of directors.18 Texas Instruments is a technology company based in Dallas.19 In July

According to lobbying disclosure forms, since Ms. Whitman joined the Texas Instruments board,
the company has lobbied the EPA on environmental and trade issues.21

United Technologies

On December 10, 2003, United Technologies named Ms. Whitman to its board of
directors.22 United Technologies is a global corporation that provides technology products and
service support to the aerospace and commercial building industries.23 In February 2004, United
Technologies faced investigations by the EPA for allegedly violating wastewater treatment
laws.24 While Ms. Whitman was at United Technologies, the company continued to lobby the
EPA.25

CASEnergy Coalition

Ms. Whitman joined CASEnergy Coalition as a co-chair at its launch on April 24, 2006.26
CASEnergy Coalition is a group dedicated to promoting nuclear energy through aggressive
media, advocacy and education strategies.27 They receive their funding through the Nuclear
Energy Institute.28 Since Ms. Whitman joined CASEnergy, the Nuclear Energy Institute
continued to lobby the EPA.29

BP America

Ms. Whitman serves on the external advisory board of BP America.30 The board’s
mission is to advise and assist the BP America Chairman on business operations.31 BP America
is the leading producer of natural gas and oil in America, and is part of BP Inc., one of the
world’s largest energy companies.32 Since Ms. Whitman joined BP America, the company has
continued to lobby the EPA.33

It’s My Party Too

In January of 2005, Ms. Whitman published a book entitled, It’s My Party Too. The
book criticizes socially conservative politicians and calls for a more moderate Republican
platform.34 That same month, Ms. Whitman also started a political action committee for
moderate Republicans called “It’s My Party Too-PAC.”35

Republican Leadership Council (RLC-PAC)

In March of 2007, Ms. Whitman, in conjunction with former Senator John Danforth and
former Maryland Lieutenant Governor Michael Steele, formed the Republican Leadership
Council.36 The Council, which was merged with Ms. Whitman’s political action committee,
works to support fiscally conservative and socially tolerant Republican congressional
candidates.37

Ms. Whitman is a member of the Council of Foreign Relations.38 The Council on


Foreign Relations is a non-profit organization, think tank, and publisher that aims to provide
information and a forum to discuss foreign policy choices facing the United States and other
countries.39

Oquirrh Institute

Ms. Whitman is a member of the The Oquirrh Institute Governors Board.40 The Institute
is a nonprofit organization that seeks policy solutions to environmental problems.41

Civic Engagement and Volunteerism Advisory Board at Raritan Valley Community College

Ms. Whitman joined the Civic Engagement and Volunteerism Advisory Board of the
Raritan Valley Community College on April 29, 200442 The board was formed to guide the
College in developing new programs that encourage community service, volunteering, and
leadership.43

Millennium Challenge Corporation

On June 4, 2004, President Bush nominated Ms. Whitman to serve a three-year term on
the board of directors of the Millennium Challenge Corporation.44 The Millennium Challenge
Corporation is a U.S. government corporation that works with poor countries to reduce poverty
and promote economic growth.45

Cancer Institute of New Jersey Leadership Council

On September 14, 2004, Ms. Whitman along with 24 other women from advocacy
groups, government, and industry launched the Cancer Institute of New Jersey Leadership
Council.46 The Council raises awareness of the institute’s programs on healthcare and seeks to
improve underserved populations’ participation in cancer clinical trials.47

National Smart Growth Council

In September of 2004, Ms. Whitman joined the National Smart Growth Council as a co-
chair.48 The National Smart Growth Council is branch of Smart Growth America – a coalition of
groups working toward urban redevelopment and pedestrian-friendly communities.49

Eisenhower Fellowships

On May 9, 2006, Eisenhower Fellowships announced that Ms. Whitman was among nine
new members of the Board of Trustees.50 Eisenhower Fellowships is an international network
that fosters connections between current and future leaders of the global community.51 While
Eisenhower Fellowships has employed lobbyists,52 documents obtained through the Senate
Office of Public Records do not indicate that it has contacted the EPA.53

National Parks Conservation Association

Ms. Whitman serves on the National Council of the National Parks Conservation
Association (NPCA).54 The mission of the NPCA is to “protect and enhance America’s National
Parks.”55 Since Ms. Whitman joined NPCA, the association has continued to lobby the EPA.56

Robert Zoellick, Former U.S. Trade Representative

Robert Zoellick served as U.S. Trade Representative (USTR) from February 6, 20011
until February 22, 2005.2 As USTR, he finished negotiations incorporating China and Taiwan
into the World Trade Organization and completed free trade negotiations with countries ranging
from Singapore to Morocco, as well as five Central American countries, the Dominican Republic
and Bahrain.3

State Department

Upon leaving the cabinet Mr. Zoellick was appointed deputy secretary of state.4 While at
State, Mr. Zoellick served as the point-person for U.S. policy towards China and Darfur.5 He
served in that capacity until June 2006.6

Goldman Sachs

After leaving the State Department, Mr. Zoellick took the job of “vice president,
international” at investment firm Goldman Sachs.7 While at the firm, Mr. Zoellick was tapped by
President Bush to head the World Bank.8 While Mr. Zoellick was at Goldman Sachs, the firm
continued to lobby the Office of the USTR9
