O. Box 590 Leesburg, VA 20178 Dear Ms. Marsit: This notice is to advise you that you may be in violation of the Virginia Waterworks Regulations. Section 12 VAC 5-590-370 of the Watenworks Regulations requires owners to collect and analyze routine water samples for bacteriological examination each quarter. According to our records, for the third quarter 2003, one routine sample was required at your waterworks and none were analyzed. The Federal Public Notification Rule recognizes this as a Tier 3 violation. Federal law requires the Commonwealth of Virginia to adopt state drinking water regulations that are at least as stringent as federal regulations. We are currently in the process of adopting our state Public Notification regulation. Until Virginia has its own regulations adopted, only the U. S. Environmental Protection Agency (EPA) has the authority to enforce the federal regulation. The Virginia Department of Health is providing the public notification instructions described below as a courtesy to inform you of the federal requirements, Required Actions Public Notice: Section 12 VAC 5-590-540 of the Waterworks Regulations requires you to give public notice whenever the prescribed monitoring was not performed. The public notice must be handled as follows according to the federal regulation: puRcran, center Jor nears NOTICE TO THE CUSTOMERS OF THE RASPBERRY FALLS GOLF COURSE WATER SYSTEM In keeping with National Primary Drinking Water Regulations, we are obliged to inform you that we may be in violation of state and federal regulations. We are required to monitor your drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether or not our drinking water meets health standards. During the third quarter 2003 (July - September) we did not complete all monitoring or testing for coliform bacteria and therefore cannot be sure of the quality of our drinking water during that time. One compliance sample was required, and none were analyzed. Past records show that the system has had no problems with bacteriological contamination. There is nothing you need to do at this time. We are attempting to prevent further violations by ensuring that all required sampling in our distribution system is done in accordance with the federal and state drinking water regulations. Future violations will be reported as required by state and federal regulations in order to increase consumers’ awareness of conditions that exist in their public water system. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail. For more information, please contact Ms. Noreen Marsit at 703-779-2555.
