November, 2001We are pleased to provide Iowa Educators with this resource guide for comprehensivecounseling and guidance programs. The purpose of the guide is to provide counselors,student service personnel, and administrators of Iowa’s K-12 schools and communitycolleges with a practical resource for designing and/or improving locally establishedcomprehensive counseling and guidance programs.Increasingly, the public is becoming concerned about the safety of their children whilethey attend our schools and colleges. This has encouraged policy makers andpractitioners alike to place greater emphasis upon the learning environment/climatewithin the K-12 and community college system. The comprehensive counseling andguidance program has a critical role in creating this positive learning environment and isan appropriate champion for students, and the community.It was the intent of the developers of this guide to provide educators with an overview of the components of a comprehensive counseling and guidance program. In addition, theguide includes tools and resources that can be utilized in program development,implementation, and evaluation. The Iowa Guide is based upon national standards forschool counseling programs of the America School Counselors Association (ASCA).In closing, I would like to take this opportunity to thank Darlene Von Weihe and thededicated Iowa educators who served on the task force/writing team for theircontributions to this guide.
