Abstract
This paper seeks to identify and discuss the major problems and issues affecting the currentprograms in the Philippine coconut industry; discuss the effects of government policies andprograms on the sector and how these policies and programs helped the sector go closer orfarther away from the major goals of poverty alleviation, sustainable agriculture and globalcompetitiveness in the Agriculture and Fisheries Modernization Act (AFMA); and suggestconcrete policy recommendations that will ensure government programs to be more attunedto AFMA goals. The study finds that policies and programs in the coconut industry arecharacterized by lack of sustained direction and funding. To move the industry forward, it isimperative to develop a stakeholder, market-driven roadmap; allocate budget based on socialand economic returns; and engage the civil society in program design, implementation andmonitoring.
