WAS ABLE TO MAKE CONTACT WIT ONCE AGAIN VIA TELEPHONE.

THIS OFFICER THEN MET AND SPOKE TWHO STATED THAT APPROXIMATELY
ONE MONTH AGO SHE CAME INTO NEW HAVEIIIN PROSTITUTING ON EAST STREET NEAR
THE NIGHT CLUB KNOWN AS THE "CATWALK". FURTHER STATED THAT APPROXIMATELY
. . HREE WEEKS AGO SHE WAS KIDNAP . HISPANIC MALE KNOWN TO HER AS "JOSE".
S ED HER OVER TO "SOUL BROWN" WHO PROVIDED SHELTER
~ AT ULTIMATELY ADMITTED THAT SOUL BROWN DID NOT HELD .

ANYWHERE WITHOUT HIM. ALSO STATED THATSHE HAD BEEN DATING SOUL BROWN FOR
THE LAST COUPLE OF DAYS, HE ORE; CONSENSUAL INTERCOURSE HAD TAKEN PLACE BETWEEN

ALSO DISCLOSED TO THIS OFFICER THAT CURRENTLY SHE DOES HAVE A DRUG
HABIT AND ALSO HAS BEEN DIAGNOSED WITH BEING BIPOLAR. BE ADVISED THAT SHE HAS NOT
TAKEN ANY MED•.. 0 TREAT HER ILLNESS FOR APPROXIMATELY THREE MONTHS. IT SHOULD
BE NOTED THAT DID APPEARED TO BE UNDER THE INFLUENCE OFSOME TYPE OF DRUG.
SHE LATER ADMITTE THAT SHE HAD BEEN USING CRACK COCAINE AND MARIJUANAWITHINTHE LAST

BOTH WENT TO NEW YORK. IT W S S THEIR RETURN FROM NEW YORK •••
DID REQUESTED TO BE DROP OFF AT .
THIS OFFICER WAS FURTHER INFORMED BY SGT. ANASTASIO AND LT. HASSETT THAT ALL
SUI3JECTS INSJDETHE MENTIONED LOCATION WERE LATER ESCORTED OUT AND IDENTIFIED.

BASE ON THE FACTS AND CIRCUMSTANCES FOUND OUR VE INVESTIGATION THIS·
OFFICER AND SUPERVISORS ON SCENE DETERMINED THAT ITIAL ALLEGATION WAS
INCONSISTENT, HOWEVER; DUWIiIIY OF DRUG MENTAL ILLNESS THESE
OFFICERS DET~HAT·· .SHOULD BE TREATED AND EVALUATED BY A
PSYCHIATRIST. ..-wAS FURTHER T NSPORTED VIA AMBULANCE TO YALE NEW HAVEN
HOSPITAL PSYCHIATRIC UNIT. IT SHOULD BE NOTED THAT A 72 HOUR COMMITTAL FORM WAS
COMPLETED BY THIS OFFICER AND_. . RS AT THE PSYCHIATRIC UNIT WERE PROVIDED WITH
DETAIL INFORMATION REGARDING. ISTORY, INCLUDING THE ABOVE INCIDENT.
LT. HASSETT, STATED THAT HE . . CT CHRIS BURKE FROM THE DEPARTMENT OF MENTAL
HEALTHFOR FURTHER FOLLOW UP.

I was called into New Haven Police Department on Nov.17,24)07. Sgt. Killorall bad
called Ray and said they had piFked lJP ~meof the girls they had been looking for. She was
involved in a prostitution ring in Norwich.Ct. They had asked if I could go there and help
them out with her. I went into the room first before the detectectives questioned .' :I
asked her how long she had been working and to tell me about her ehildhood up un . e

mother she thinks she was two when that started as always they told her something bad
would happen if she told. She lost her mginty at twelve because she was raped.

There are two woman who playa huge role in this ring. Caroline is the top woman. She will

We are sort of unclear who the man is who took her to the hotel after her had given her

better known as Scarface was sitting in the courtroom. We went right into the Police
Station next door and called Det, Sang and Ray so they could help us. They Det, Found out
he dlid not have a court date as was just ",aiting for __ She had said prior to going to
COUIr1 she thought he.would be fhere. When we were pullliig into park she said she
recognized a van that was parked outsidr and thought it would be him. Her other main
concern was that he would have a lot of people with him, because now she had really pissed
him off by having the cops athi~ house
