fter not spendingall their funds lastyear, the Com-munity Preservation Act has$3,950,500 to play with at thisyear’s Town Meeting –– andthey plan on making a splash,buying a waterfront propertyoff Crescent Street to give ac-cess to the public.Community PreservationCommittee Chairwoman Hol-ly Morris detailed her group’sproposed projects at the an-nual public hearing Wednes-day night in the Mural Roomat Duxbury Town Hall.Morris said that the ad-ditional tax surcharge forthe Community PreservationFund will generate $1,273,000
in scal year 2012, accord
-ing to Finance Director JohnMadden.The Community Preser-vation Fund is a state pro-gram, funded by fees at theRegistry of Deeds, that willmatch money towns set asidefor three community preser-vation purposes: historicalpreservation, open space andaffordable housing. Duxburyadopted the act in 2001 andthe maximum tax surcharge,3 percent.While the town enjoyedmany years of 100 percentmatching funds from the state,the last several years have not
been as protable. Last year,
the match was only 30 per-cent –– down from 38 and 78percent in prior years –– andMadden is going with a con-servative estimate of 28 per-cent this year.

The Pilgrim Nuclear Power Station in Plymouth wastemporarily shut down Monday night due to a leak, accord-ing to the United States Nuclear Regulatory Commission.The shutdown occurred around midnight on Feb. 20, ac-cording to a news item on the USNRC’s Web site. The event
was not classied as an emergency and the event had no im
-pact on the health or safety of the public, the release stated.
“With the plant operating at 100 percent power, leakage
of Salt Service Water (SSW) was detected in the ReactorBuilding Closed Cooling Water (RBCCW) system due tohigh chloride levels and increased inventory in the system.An investigation into the event determined that the sourceof the SSW was isolated to the ‘B’ RBCCW system whichis designed to cool RBCCW under normal and post accidentconditions,” the release stated.The leak led to a controlled shut down so repairs couldbe done.Duxbury is in the evacuation zone for Pilgrim, which islocated across Duxbury Bay in Plymouth.
