Abstract
This sector overview recounts the country’s experience in private provision of publicinfrastructure, particularly through the Build Operate Transfer scheme. It discussesissues surrounding the design and actual implementation of the BOT law, such asflawed contract design where the public sector assumes completion risk, highercontingent liabilities for government, weak technical capabilities of regulatoryinstitutions, and graft and corruption in infrastructure projects. It identifies a capacitybuilding program and studies on losses and costs of ‘projects not taken’ as potential joint undertakings between government and the Economic Policy Reform andAdvocacy project.
