The bill creates exceptions to the offenses of carrying a concealedweapon and unlawful possession of a weapon on school, college, oruniversity grounds if the person may legally possess a handgun under thelaws of Colorado and of the United States. A person who carries aconcealed handgun under the exception has the same carrying rights and
