Dear Clyde Lee:

A few months previous you came to the Collbran Job Corps Center for a
Department of Labor review. I am writing you due to the fact that I trust that you will do
what’s right. I am currently enrolled with the Collbran Job Corps center and I am in
CISCO Networking. Recently my trade instructor (Ms. Elaine Moore) decided to limit
our progress in the trade. According to Upper Management on the center, Job Corps is
supposed to be a “Self-Based” learning program. CISCO Students and I are upset that we
cannot work at our own pace. On January 25th, 2011, Ms. Moore typed out a short
paragraph (attached) stating that ...”testing will no longer be at will.” and that we are
allowed only one test per week. I used to take an average of 2-3 tests per week and now I
am limited to only one test per week. In the paragraph Ms. Moore also states that …”this
is being done to make it easier for me to do the other components of my job…” All the
students in CISCO agree with me that Ms. Moore rarely comes out of her office to tutor
us. When we ask for her help she states that she is busy and sometimes sighs
exaggeratedly. We have finally stopped trying to go to her for help, hoping that another
student knows enough to help us out. Due to the fact that a CISCO completion includes
and IT completion and CCNA 1 and 2 completion, which totals out to be 36 tests, it will
be difficult for students, especially Half-time students, to complete the trade in the
allotted time frame that we have at Job Corps. Several students and I have asked Ms.
Moore and her supervisor about getting this recent change in CISCO reverted back to
how it used to be. Her supervisor, Mr. Ernie Shrope, has stated that there is nothing he
can do and the decision lies entirely up to Ms. Moore. Students and I are upset at how one
staff, in this case, Ms. Moore can change the entire idea of Job Corps being “Self- Paced”
and there is nothing we can do about it within in the Center. That is why I am writing
you, Mr. Clyde Lee, hoping that you or someone can help us to get this corrected as we
have not been able to. Thank you for your time and I am hoping that you may be able to
do something about this.
