Transitsystemsareattractiveandvisibletargetsforterrorismbecausetheycarrylargenumbersofpeopleinconcentrated,highlyrepetitious,andpredictablepatternsthataredesignedforeasyaccess.InresponsetoeventsinMadridandLondonthatdemonstratedthatcommuterrailandmasstransitarerealisticterroristtargets,theDepartmentofHomelandSecurity(DHS)OfficeofScienceandTechnologyisimplementinga

SecurityPilot(RSP)undertheauspicesofcongressionalmandatefoundinConferenceReport(H.Rep108-774),"MakingAppropriationsfortheDepartmentofHomelandSecurityfortheFiscalYearEndingSeptember20,2005,andforOtherPurposes(pg.79).TheRSPobjectiveistodevelopacredible"responsepackage"thatcouldbequicklyandefficientlyimplemented
in
responsetoaneventorastheresultofintelligenceindicatingapossiblethreatexistswhereexplosiveswouldbeusedinacommuterrailormasstransitvenue.Ataminimum,theresultantresponsepackagewillconsistofasetofvalidatedconceptsofoperations(CONOPS),theendorsementofequipment,andatargetedandrefinedtrainingpackage.Todeveloptheresponsepackage,theRSPwillevaluatetheeffectivenessofoff-the-shelfandprototypeexplosivesdetectionandmitigationcapabilitiestocountertwodistinctthreats:1)thesuicidebomberand2)theleave-behindbomb.Animportantfeatureofthispilotistheabilitytorapidlydeployoperationalcapabilitieswithminimalset-upcosts.whichisidealforrespondingtointelligence-basedmonitoringorestablishinghigh-visibilityoperationsfordeterrence.TheRSPisdividedintotwophases.PhaseI,conductedinFebruary2006,didnotrequirethecollectionofpersonallyidentifiableinformationandevaluatedexistingcountermeasuresusingaviationsecuritymethodsthatcouldbeimplementedimmediately.PhaseItechnologiesincludedwalkthroughmetaldetectorsanddual-energyX-raymachinesthatwerecalibratedfortherailthreatbasis(i.e.,largeamountsofmetaltypicalofthatfound
in
suicidebombervestsandlargequantitiesofexplosivecapableofdamagingkeyinfrastructure).PhaseIIisevaluatingemergingtechnologieswithvaryingtechnologicalmaturity.PhaseIIactivitieswilloccurinseverallocationsandthisPrivacyImpactAssessmentonlycoverstheactivitiestooccuratthePortAuthorityTrans-HudsonNewYorkNewJersey(PATHNY/NJ).SuccessfulcompletionoftheRSPwillprovideacombinationoftechnologies,routineoperatingprotocols,andappropriatetrainingcurriculumthatminimizestheburdenofrespondingtoanexplosiveattackontherailsector.Ideally,theRSP'Willoffsettheincreasedsecurityburdenonlawenforcementpersonnelthroughincreasedpoliceeffectivenessintheirtraditionalmissionareas.Thespecifictechnologies
