These guidelines were published in draft form in March 2002 under the authorship of Kevin L. Jones,Dianne Harlow, and Derek Gosling. Public or marae consultations were held at Waitangi, Auckland,Hamilton, Tauranga, Napier, and Wellington in 2002–2003. Submissions were also received by letter.There was also an interactive 2-day training session based on the draft guidelines on Urupukapuka Island,Bay of Islands. Summaries of the key issues raised in the course of the consultation were presented to theNew Zealand Conservation Authority and the Maori Heritage Council (New Zealand Historic Places Trust)in 2003–2004. Their agreement was obtained to carry out the revision of the guidelines based on theanalysis and individual comments where they could be incorporated. The draft guidelines were revisedby Kevin Jones and Dr Rick McGovern-Wilson in 2005–2006.Individual copies of this book are printed, and it is also available from the departmental website in pdf form.
