For over 130 years, Commerce Lexington Inc. has been the leading advocate for theCentral Kentucky business community. These tough economic times present continuing challenges for more than 1,800 members of Commerce Lexington and our fellowKentuckians in the Bluegrass Region.Commerce Lexington's Public Policy Council will continue to serve Central Kentucky'sbusiness community by advocating for pro-business legislation at all levels of govern-ment, while maintaining the relationships with our elected federal, state and local offi-cials and their staffs to keep Commerce Lexington's access to and credibility with thosemaking the decisions. We will work together with our elected leaders to identify theissues affecting the business community and reach the best solutions. Many commu-nities strive to create an image of being "business-friendly." In Central Kentucky, westrive to be a place where businesses have an opportunity to achieve maximum success.Commerce Lexington's Public Policy Council will continue its efforts to bring the regiontogether to speak with one voice on those issues affecting business, industry and educa-tion in the region. The statements on the following pages address our positions onmany of those issues. The Public Policy Council will work tirelessly to protect the viabil-ity of our state's small businesses as well as our Commonwealth's signature industries.Finally, we will continue to focus on educational attainment at all levels, which is essen-tial to the success of our Commonwealth.All of this would not be possible without you, our 1,800 members from across the region,who want to be engaged in the decision-making process and help form our unified effort. When we have spoken with one voice, we have achieved effective results for Central Kentucky. We look forward to working with our elected leaders at the federal,state and local level in 2011.

Commerce Lexington's Public Policy Council is the bricks,mortar and labor that make the structure that is CommerceLexington's Public Policy effort. The council members andchair are all volunteers and represent a variety of non-profit,local government, large and small businesses, educationgroups and utilities representing a broad spectrum of Commerce Lexington's 1,800 member companies. TheCouncil's Chairman is appointed annually by the Chair of theBoard of Commerce Lexington.The Public Policy Council meets monthly May throughDecember and establishes the agenda for CommerceLexington for the upcoming session. During these meet-ings, the Council hears from a variety of groups, non-profitsand businesses that want to join Commerce Lexington inadvocating for their positions in Frankfort and Washington.After the Public Policy Council approves the policy state-ment, the positions then approved by CommerceLexington's Executive Committee and Board of Directors.Once approved, the statements are published annually inCommerce Lexington's "Legislative Focus." Copies of theagenda are distributed to all of Commerce Lexington'smembers, all 138 members of the General Assembly and theGovernor's Office.In the heat of a Legislative Session, there are alwaysimportant and timely legislative issues and bills that arise.When the Public Policy Council is asked to weigh-in on leg-islation, emergency meetings take place for the Council totake up the legislation and create Commerce Lexington'sposition. The position is then passed on to the Executiveand Board of Directors for approval if time allows.

Actively monitors all legislative activity from UrbanCounty Government, the Kentucky General Assembly andthe U.S. House and U.S. Senate.
Extensive lobbying efforts for small and large business-es, non-profits and education groups at a local, state andfederal level.
Extensive lobbying and monitoring of legislative and ordi-nance activity with the LFUCG Council and the Mayor'sOffice - a product only a local chamber can provide.
Monitors all Kentucky Administrative Regulations andactively participates in opposing regulations that negativelyaffects business.
Monitor and participates in critical environmental activityincluding the E.P.A./LFUCG Consent Decree and air andwater quality regulations at a local, state and federal level.
Participates in coalitions filing legal briefs and testifyingon behalf of business with pending court cases.
Weekly e-mail updates during Legislative Sessions toall Commerce Lexington members communicating impor-tant bills and action that impacts business's bottom line.
Creates numerous networking opportunities through-out the year for Chamber members to interact with ourlocal, state and federal delegation and their staff to com-municate the needs of Central Kentucky Businesses.
Organizes an annual Washington Fly-In to take theneeds and concerns of Central Kentucky's Businsses toWashington.
