1. In recent years, the mayor and City Council have used a mix of revenueincreases and cuts in expenses to balance the city budget. Do you agree? If not, what would you do differently?
The steps taken to balance the city budget in recent years have been takenin a manner that has damaged public trust in our government leaders. Whileexpense reduction needs to be a constant target, the revenue enhancementside of the ledger has produced "tax increases" under the cloak of user'sfees. I believe the citizens of Jacksonville deserve an open discussion of budget issues and decisions. This discussion, I think, begins with a better dialogue about budgetpriorities. I was disappointed that the council did not accept the Charter Review Commission's recommendation to adopt an official strategic planningprocess to be initiated by the mayor. A focus on community priorities couldlead to a better coordination of efforts and budgets - perhaps in and of itself leading to expense reduction and reducing the need for increasingrevenues.
2. Do you support the Jacksonville Journey? Explain your answer.
I served on the Neighborhoods Committee of the Jacksonville Journey.Without question, we need a prevention component in our justice system alongwith strong enforcement and prosecution. I support the various programs inthis endeavor as long as they pass a benefit/cost test. Programs must havemeasurable outcomes and be accountable to be continued or implemented in thefirst place.
