The vibrant atmosphere of the Conference is an ideal place to discuss solutions for the tremendous challenges present today in implementation of e-Governance projects. This will include identification of priorities, mechanisms for cooperation between all stakeholders, capacity building initiatives and conceptualization of IT strategies The conference provides a national forum for leaders & representatives of government, civil society organisations, industry & academicians to exchange ideas, experiences & best practices in implementation of e-Governance projects. The conference aspires for a transparent, efficient and effective government better equipped to deliver citizen centric services through use of Information Technology. The 14th National Conference on e-Governance is being convened at CIDCO, Natyagruha Auditorium, Aurangabad, Maharashtra on 10th — 11th February, 2011 under the joint auspices of the Department of Administrative Reforms & Public Grievances and Department of Information Technology, Government of India along with Directorate of Information Technology, Government of Maharashtra. The event will offer concentrated days of information sessions about best practices, innovative ideas, current issues, technical sessions and speakers, reflecting the wide range of topics and issues pertaining e-governance in India. Key Highlights National e-Governance Awards for Exemplary Implementation of e-Governance Initiatives To recognize and promote excellence in implementation of e-governance initiatives, the Department of Administrative Reforms and Public Grievances presents National Awards for e-Governance every year. The purpose ofthese awards: (i Recognize achievements in the area of e-Governance. (ii) Disseminate knowledge on effective ‘methods of designing and implementing sustainable e-Governance initiatives, (iii) Encourage horizontal transfer of successful e-Governance solutions. Inthe field of e-Governance, Government of Maharashtra has been following a systematic approach by 1) Creating the right IT infrastructure like Maharashtra Statewide Area Network (MSWAN), State Data Centre (SDC), Common Service Centre ete. 2) Establishing multiple service delivery points like Common Service Centres, Maharashtra State Portal ete 3) Preparing overarching policies, procedures & guidelines 4) _ e-Enablement of services 5) Providing Technical advisory & Capacity building support to various government departments. 0.5% of Plan & Non-Plan Budget of all departments mandated to be utilized for e-governance. Guidelines for the same issued in the form of Government Resolution by Chief Secretary on 18th June, 2010. Performance in e-governance is a mandatory component of Performance Appraisal Report (PAR) of all India Services Officers of Government of Maharashtra, Government Resolution to this effect was issued ‘on 10th February, 2010 by Chief Secretary. To ensure implementation of various ICT initiatives, interoperabil of each of these and establishment of an integrated ‘environment for delivering seamless Government to Citizen (G2) services, the e-Governance policy is shortly been released. The policy aims at establishing a framework in place for development and implementation of e-Governance systems ‘and applications in the state, Maharashtra will be the first state in India to implement ‘a comprehensive dedicated policy ‘on e-Governance. of Biometric Attendance System: The biometric attendance system has been successfully implemented at Mantralaya, Mumbai, wherein fingerprints are used to verify a person's identity, record time-in and time-out and provide various types of reports for monitoring. Further, Government GR has been issued mandating all Govt. offices with more than 25 employees to ‘compulsorily implement biometric attendance system by March 2011 tate Maharashtra State Wide Area Network (MSWAN) aims to be the backbone for data, voice and video communication throughout the state and act as vehicle for effective implementation of governance across the state. MSWAN has gone live and network is established between the State Headquarters (SHQ) , 35 District Headquarters (DHQ) , 6 Divisional Headquarters & 305 Taluka Headquarters (THQ) Government of Maharashtra is setting up Common Service Centres (Maha e-Seva Kendra) across Maharashtra, These Centres are to act as one-stop centres to the citizens across the state in availing Government-to-Citizen (G2C) and Government-to-Business (G2B) services at places near their homes, More than 8150 CSCs commissioned across Maharashtra till date. The pilot of e-Distriet project, which aims to ensure online delivery of high volume services provided by district administration and undertake backend computerization is shortly going live in 5 districts namely Latur, Pune, Nagpur, Nanded and Sindhudurg. The pilot includes 10 services being offered by District Collectorates including birth certificate, death certificate, Age, Nationality and Domicile Certificate ete. Govt. of Maharashtra has implemented the e-Tendering project to bring in further efficiency and transparency in procurement, All departments have to compulsorily adopt e-Tendering application for procurement of goods & services for projects more than Rupees 50 Lac Government of Maharashtra is also in the process of digitizing and tagging all the files of various departments in Mantralaya through its Document Management System (DMS). This would facilitate easy retrieval of files, storage and also at the same time, clean up Mantralaya through digital archival. Document Journey Management System (DJMS), launched by Directorate of Information ‘Technology for Mantralaya, is an online application for tracking the movement of letters and files in Mantralaya. This system enables tracking & inventory of Files easily, enhancing staff complianc with file movement & boosting productivity. National Launch of UIDAI project was done in Tembli Village of Nandurbar District in Maharashtra ‘on 29th September, 2010 in presence of Hon. Prime Minister & UPA Chairperson. ‘The Unique Identification (UID) project targets to issue a unique identification number, linked to demographic and biometric data of all residents. Pilot Implementation has been successfully completed in Mumbai & Nandurbar, UID Enrollment across the state commenced in Jan 2011. Maharashtra is also known for its vibrant culture which is rich, complex and diverse and is reflected not only in its collage of festivities and folk dances, but also through its rich literature and classical musical legacy. The state is home to a large number of shrines, be it temples, or mosques or churches because of which it has become one of the most common sites among religious travelers and pilgrims, Most of these shrines, along with a number of historical places, are located around Aurangabad, another important city of Maharashtra, History of this city dates back to the second century B.C., which indicates that it was located on ancient trade route from Ujjaini (North) to Pratishthana (Paithan), Capital of Satawahana, and the Tagare (Modernter) in South. The district of Aurangabad had attained high level of prosperity during these days. Aurangabad city is located in the northem part ofthe state of Maharashtra, in the western region of India. It is 375 km from Mumbai (Bombay). Itis bordered by the districts of Nashik to the west, Jalgaon to the north, Jalna tothe east, and Ahmednagar to the south. ‘Aurangabad means "built by the throne,” named after Mughal Emperor Aurangzeb. The city of Aurangabad is known for its medieval monuments and cultural heritage. Bibi-ka-Maqbara, the mausoleum of Aurangzeb's queen, is the main tourist attraction of Aurangabad. It isa son's loving tribute to his mother, Begum Rabia Durrani, the Queen of Mughal emperor Aurangzeb, Standing spectacularly on the lawns of the landscaped garden with ponds, fountains and water channels, the white marbled monument rises majestically in an intentional bid to copy and rival the world famous Taj Mahal of Agra. The importance of Aurangabad is great, owing to its proximity with world heritage sites of Ajanta and Ellora, The cave temples of Ellora, listed among the World Heritage sites, are 30 km northwest of the city. The world famous Buddhist caves at Ajanta, also a World Heritage site, is 100 km from Aurangabad, The Buddhist caves of Ajanta are world famous for their well-preserved frescoes (wall paintings), which vividly depict the lifestyle of that period. The fortress of Daulatabad is 20 km from Aurangabad, In Khuldabad, in a grave as simple as that of a common man, austere emperor Aurangzeb himself rests. Ghrushneshwar temple, an important Hindu pilgrim place, is located in the village of Verul, near Ellora caves. It is one of the twelve Jyotirlingas of India, where Lord Shiva is worshipped.
