About The Liaison Office (TLO)
The Liaison Office (TLO) is an independent Afghan non-governmental organ-ization seeking to improve local governance, stability and security throughsystematic and institutionalized engagement with customary structures, localcommunities, and civil society groups. TLO’s mission is
to facilitate the formaintegration of communities and their traditional governance structures withinAfghanistan’s newly emerging peace, governance and reconstruction frame-work.
TLO main areas of activity are Research/Analysis using the do-no harm ap-proach; Dialogue facilitation/Peacebuilding, and Natural Resource Manage-ment.In addition to the TLO headquarters in Kabul, the organization has four re-gional offices (Paktia-Southeast, Kandahar-South, Nangarhar-East, Kunduz-North), three provincial offices (Uruzgan, Khost, Paktika), and three districtoffices (Spin Boldak - Kandahar, Chora and Deh Rawud - Uruzgan) acrossAfghanistan, with over 200 staff.TLO was established in 2003 by swisspeace on the request of community lead-ers in the Southeast. TLO has been funded by various non-governmental andgovernmental donors, international organizations and foundations. Currentlythese include the Heinrich Boell Foundation, the US Institute of Peace, Devel-opment Alternatives International, Association for Rural Development,Counter-Part International, GTZ, the Netherlands Institute of InternationalRelations Clingendael, and the governments of Canada, Germany, the Nether-lands, France, Poland, United States (USAID) and Switzerland (SDC).
