1.
That
for
the
national
securityand
defense,
for
the
suc-
cessful
prosecution
ofthe
war,for
the
support
andmaintenance
of
the
Army
and
Navy,
for
the
better
utilizationof
resources
andindus-
tries,
and
for
the
more
effective
exercise
and
more
efficient
adminis-
tration
by the
President
of
his
powers
as
Commander
in
Chief
of
the
Army
andNavy,the
President
is
hereby
authorizedto
make
such
redistribution
of
functions
among
executiveagencies
as
he
may
deem
necessary,
including
any
functions,duties,and
powers
hitherto
bylaw
conferred
uponany
executive
department,
commission,
bureau,
agency,
governmentalcorporation,
office,
or
officer,
in
such
manner
as
in
hisjudgmentshall
seem
bestfitted
to
carry
out
the
purposes
and
of
thistitle,

to
this

this

authorized

utilize,coordinate,or
consolidateany
executive
or
administrative
commissions,
bureaus,
agencies,
governmental
corpora-tions,
offices,
or
officers
now
existing
by
law,to
transfer
any duties
or
powers
from
one
existing
department,
commission,
bureau,
agency,
governmentalcorporation,
office,
or
officer
to
another,
to
transferthe
personnel
thereof
orany
part
of
it
either
by
detail
or assignment,
togetherwiththe
whole
or
any
part
of
the
records
andpublic
prop-
erty
belonging
thereto.

any
moneys
heretoforeand
hereafterappropriatedfor

executive
department,

for
the
purposes
for
which
it
was
appropriatedunder
the direction
of
such
other
agency
as
may
be
directed
by
the
President
hereunderto

form
and
execute

functions,
except

the

Congress
in appropriation

orotherwise.

That
should the
President,
in
redistributing
the functions
among
the
executiveagencies
as
provided
in
this
title,
conclude
thatanybureau
should
be
abolished
and
it
or
their
duties
and
functionsconferred
upon
some
other
department
or bureau
oreliminated
entirely,
he
shall
report
his
conclusions
toCongress
with
suchrecom-
mendations
as he
may
deem
proper.
SEc.
5.
That
alllaws
or
parts
of lawsconflicting
with
theprovisionsof
thistitle
are
to
theextentof
such
conflict
suspendedwhile
thistitle
is
in
force.
Upon the
termination
of
thistitle
all
executiveor
administrative
agencies,
governmentalcorporations,departments,
commissions,
bureaus,
offices,
or
officers
shall
exercise
the
same
functions,duties,and
powers
as
heretofore
oras
hereafter
by
law
may
be
provided,any
authorization
of the
President
underthis
title
to the
contrarynotwithstanding.

II-CONTRACTS
SEC.
201.
The
President
may
authorizeany
departmentor
agency
of
the Government
exercising
functions
inconnection
with
theprose-cution
of
the
war
effort,
in
accordance
withregulationsprescribed
by
the
President
for
the
protection
of the
interests
of
the Government,
to
enterintocontractsandinto
amendments
or
modifications
of
con-
tracts
heretoforeor
hereafter
madeand
to makeadvance,
progress
and
other
payments
thereon,
withoutregard
tothe
provisionsof
law
relating
to the
making,
performance,
amendment,ormodification
of
contracts
whenever
he
deemssuch
actionwould
facilitate
the
prosecu-
tion
of
the
war:
Provided,
That
nothing
herein shall
be
construed
to
authorizethe
use
of
the
cost-plus-a-percentage-of-costsystem
of
contracting:
Provided
further,
That
nothing
herein
shall
be
construedto
authorize
any
contracts
in
violation
of
existing
law
relating
to
limitation
of
profits:
Provided
further,
That
all
acts
under
theauthority
of
this
section
shall
be
made
a
matter
of
publicrecord under
regulations
prescribed
by
the
President
and
whendeemed
by
him
not
to
be
incompatiblewith
thepublic
interest.

any
agency
that
he
may

rulesand

he
may
prescribe,
