elcome to the 8th annual Pacific Conference on DevelopmentEconomics (PAC-DEV), hosted by the Center of Evaluation forGlobal Action (CEGA), at the University of California, Berkeley.PAC-DEV brings together 150 graduate students, faculty, and prac-titioners to present on and discuss various issues facing developingeconomies today. The event features multiple, concurrent sessions,each of which consists of three to four presentations of academic pa-pers centered on a specific theme of development economics re-search. The plenary session will host keynote speakers discussinggroundbreaking research in conflict and development. PAC-DEV ispresented by the Bay Area Development Association, and is chairedby faculty from UC Berkeley, Stanford University, UC Davis, UCRiverside, UC San Diego, University of Southern California, Uni-versity of San Francisco, St. Mary’s College, Santa Clara Universityand San Francisco State University.
