Dear Senators,
‘The bill you propose to enact which would constitutionally amend the process for
redistricting, $3331, would not apply for the current redistricting cycle to be completed next year, and
therefore would not meet the requirements of the New York Uprising pledge, which specifies that the
reforms apply to redistricting pursuant to the 2010 census. Moreover, your legislation does not take
into consideration the fact that Governor Cuomo has stated he will veto any redistricting not done by
an independent commission.

If, after passing legislation that applies to this census, you wanted to pursue a constitu
amendment applying to future ones, no one could object to that.
Thope we can work together on enacting the kind of legislation you joined me in supporting
last year: nonpartisan, independent redistricting in time for the 2012 elections. New York can’t wait
another ten years for improved government,
